India has produced its own heat sheilds,using Carbon-Carbon composites for our RVs.Ever heard of India's Space Capsule experiment in which we recovered an orbiting experimental sat at 500 km high LEO?That was done back in 2007.Who made the heat sheild for that?
And we have enough test facilities to test design of our RV designs & Materials-Hypersonic shock tunnels & high enthalpy plasma wind runnels.
