True. If the definition of surgical is a cross border raid, than India, Pakistan and even Afghanistan performs lots of surgical strikes. But neither performed Bin Laden style surgical strikes.

So the Indian surgical strikes are the cross border raids in western definition. They are not the same activity as US surgical strikes.

Agreed surgical strike is when you enter inside their home and kill them. Like hongkong rohingya muslim or civilian in china.
