Long story short - India is a land of rapists. Hypothetically, if xyz area secedes from India, the people will become non rapist by hour of midnight.

Very true. Girls are often screened at the immigration and forced to sign - 'I enter India of my own volition and own responsibility for whatever crap that happens to me.' Naturally no women come here.
