Here the security forces were being attacked and were trying to get out of the area, lest they have to use their weapons in self defense leading to more casulaties.
Sexond, the man ran out from behind the vehicle. It’s entirely possible that in the entire ruckus, the driver of the vehicle may have not reacted quick enough or have seen the Stone Pelter sneak up from behind.

And Most Importantly give them , a shit load of deadly & dangerous Drones .
And Guide them every step of the way.
