Not really. they are in thick forests where they obstruct road building teams. The police and crpf are normally deployed to provide protection to these teams.
The naxalites don't want roads for whatever reason. While the government wants road to improve connectivity of the villages in the interiors. Tribals inhabit these poor villages. They are probably caught in the middle of the commies and the police.
