Since when our text books are printed by any foreign country? I did not know that we have to order to any...........! Didn't we print by ourselves before? Seems like AL is facilitating India to get a lot of contracts from flyover to text book! Our second flyover was made by our local company/engineers, then why!

You can't print primary textbooks for your own children of primary classes. Bridges are given to contract to Indian companies. India is killing hundreds of Bangladeshis at fences. Are you the puppets watching the show of India and Indians. Where Bangladesh is heading in future?

Do you know anything about outsourcing?

Indian printers of Bangladesh textbooks accused of graft

Dhaka, Dec 22 (IANS) With just over a week left for the school academic session to begin in Bangladesh, Indian printers have supplied less than half of the primary school textbooks assigned to them and officials have accused them of bribery while offering tenders.

The printers have caused delays in supply and have sent only 43 percent of the books under their contract.

This delay may prevent the Bangladesh government from distributing the textbooks to the primary school children.

A local printer, who was not named by the New Age newspaper, alleged that two of the three Indian parties that won the international bids were not printers and had paid bribes to officials.

Another local printer said: 'They (Indian companies) do not have the capacity to print such large amount of books but some (Bangladeshi) officials helped them to win the tenders for bribes.'

Tofael Khan, president of the Bangladesh Textbook Printing and Marketing Association, made the same allegation to the newspaper.

'Two out of three companies who got the international tender are not printers. The government should investigate how they won the tender,' Khan said.

'The Indian companies got many benefits for printing the textbooks, including getting the payment in advance. The government should find out why they cannot distribute the textbooks in time.'

The authorities attributed the delay to traffic jams that were halting the trucks carrying the books.

'What can we do if the trucks carrying textbooks are stuck in a traffic jam?' said National Curriculum and Textbook Board (NCTB) chairman Mostafa Kamaluddin.

There are nine days left before the new academic year begins, NCTB officials said.

As per the contracts, the companies printing the primary textbooks were supposed to deliver the books between Oct 30 and Nov 15.

The government later decided that all textbooks would be distributed to sub-district levels by Dec 21.

The Indian companies missed the second deadline while local companies delivered most of the books they printed.

This year the government called an international tender for printing the textbooks of classes I, II and III to ensure timely distribution of books to the students, and three Indian companies got the lion's share of the deals.

'As the situation suggests, 40 or 50 percent students of classes I and II may not get all the textbooks on the first day of the new academic year,' Khan said.

Ratan Siddique, NCTB's special official for distribution of textbooks, admitted the delay by the Indian companies, but said: 'They are on the way. About 87 trucks carrying the books have crossed the border into Bangladesh and will reach us shortly.'

He said the NCTB has already received 1.98 crore of the 2.98 crore textbooks printed in India.

Is this news true? Why would we print our textbooks from them, thats just stupid. So many publishers are out of job and the government is outsourcing stuffs like this? Guess they are making their own grave because of their sheer stupidity(or may not be stupidity).

Which also remind me that Hasina promised a job for every household before the election. I guess she mean rather job increase in her master land by taking jobs from Bangladeshi. It should be lesson for those who voted for the Dalals.

Textbook trouble: lessons to learn, actions to take

IT IS hardly surprising that students in some parts of the country may not have got all their textbooks on the first day of the new academic year, as reported in New Age on Saturday. In fact, it became quite apparent in early December that the National Curriculum and Textbook was headed for another failure in terms of timely printing distribution of school textbooks. Ironically, as the New Age points out, the measure that the government took to ensure printing and distribution of textbooks, i.e. involvement of three Indian companies through an international tender, eventually turned out to be the major stumbling block. Sources in the textbook board said one of the Indian companies could not deliver about six lakh textbooks to the three hill districts of Khagrachari, Bandarban and Rangamati by 3:00pm on Friday, the last day of 2010. The scenario appears to be the same for some other areas in the country. For example, the headmaster of a school in Khulna was quoted in the New Age report as saying that the ‘textbooks of some subjects haven’t yet reached us.’ In short, the government seems to have failed to come good on its promise that school textbooks would be printed and distributed before the new academic year.

Needless to say, delay in printing and distribution of textbooks has become an annual feature. Over the years, every new government, upon assumption of office, has promised significant improvement in textbook delivery but, in the end, failed to deliver on the promise. The incumbent Awami League-led government has also made a similar promise and followed it up with some steps. Its decision to float international tender for printing and distribution of textbooks for Class I, II and III was controversial, to say the least. The local printers articulated their suspicion very early in the day about the ultimate outcome of the decision. There were also questions about the tender process, especially after three Indian companies had been awarded the contract print and distribute the bulk of the textbooks. Yet, the government was given the benefit of the doubt in the hope that the inordinate delay in printing and distribution of textbooks, as witnessed in the previous years, would not be repeated. The hope seems to have been belied.

Indeed, the government may claim to have expedited the process significantly; after all, according to the textbook board, 98-99 per cent of the primary and secondary textbooks have been distributed by the last day of 2010. While the veracity of such claims has been questioned, it is likely that students might not have to wait till June, as in 2008 and 2009, for new textbooks this year. However, there are issues that the government needs to address in earnest. For example, the government needs to call the Indian companies to account for their failure to meet the deadlines more than once. Moreover, it needs to look into the allegations that some guidebook printers connived with an unscrupulous section of the textbook board to cause delay in printing and distribution of textbooks so as to boost sale of guidebooks, which is illegal, across the country. Such actions are essential for the government to take if it wants to fare better in printing and distribution of textbooks.

No idea why all the contracts are going to indian companies. At this rate our local industries will never have the chance to grow and develop.

Need to inform Hasina auntie. But where is she??

Oh found her, found her!

But the report says local industries already delivered the product. So all contracts weren't given to Indian companies.
