Just a personal example - when I speak to a cop in the US, it is always on an 'equal' basis; I am neither afraid of him or her nor is he in any way trying to show authority over me.
It is an interaction between equals; indeed the cop is trying to be courteous at all times.
In India? Whenever I speak to a cop I do not know, I'm always thinking, "yeh %$%$@@ kabhi bi kuch bhi kar sakta hai; side se nikal le beta".
I always feel free to speak to a cop or go to a police station. There was a (muslim) guy nearby my house who had an intetional hatred towards my community (also muslim). One day my mother yelled at his children as they were jumping from trees. The intention of my mother was their safety as they could fell from trees and get hurt.
The guy walked in our house abused my mother with some bad words and thretened her when not a single man of our family was at home.
We complained at nearby Police Station, the guy was missing for 48 hours and when he returned he cried at the feet of my mother and continued apologies for some 45 minutes until we called his family who came and took him to his home.
48 hours before the guy was very abusive to my mother, 48 hours after (police hospitality) my mother was like his mother and I was just like his brother.
