Union Home Minster paid homage to the Police Martyrs on Police Commemoration Day held today

The Union Home Minister, Shri Rajnath Singh paid homage to the Police Martyrs on Police Commemoration Day, held in New Delhi today.

During the occasion, the Home Minister along with the Ministers of State for Home Affairs, Shri Hansraj Gangaram Ahir and Shri Kiren Rijiju, National Security Advisor Shri Ajit Doval, Home Secretary Shri Rajiv Mehrishi, Chiefs of Intelligence agencies and Police forces laid the wreath at the memorial.

The day commemorates the sacrifices of ten policemen while defending our borders with China in 1959.

SP Prakash Nikam read out the names of 473 police personnel who died in service across the country. Eminent citizens and heads of associations placed wreaths at the police memorial in the ground. In poll-bound Uttar Pradesh, Chief Minister Akhilesh Yadav is reaching out to the police.

On Friday, Mr. Yadav announced Rs. 5 lakh ex gratia to parents of police personnel who died in action.

This would be over and above the Rs. 20 lakh assistance the State already gives to the spouse of the deceased police personnel. The State also announced an increment of Rs. 100 per month in the allowance of gazetted police officers for nutritious meal. Mr. Yadav honoured martyrs here on the occasion of the Police Smriti Diwas.

State observes Police Commemoration Day
Commending the role of the police in maintaining internal peace in the face of multifarious challenges, the speakers at the Police Commemoration Day ceremony held here on Friday paid homage to slain police personnel who laid down their lives for the country.

Khammam MLA Puvvada Ajay Kumar, Collector D.S. Lokesh Kumar, and Superintendent of Police Shahnawaz Qasim, among others, offered floral tributes to the police martyrs’ memorial at a ceremony held at the Police Parade grounds here.

The participants observed two minutes silence as a mark of respect to the martyrs.

Family members of the martyred policemen also attended the ceremony.

Special Correspondent from Rajanna-Sircilla adds: The police machinery of the newly formed Rajanna-Sircilla district observed the Police Commemoration Day at the interior Lingampet village of Chandurthi mandal by paying floral tributes to the martyrs.

The Chandurthi police had constructed a martyr’s memorial in memory of Sub-Inspector Srinivasa Rao and 16 other civilians who were killed by extremists in the mandal in February 2014. The memorial came in handy for the new district to celebrate the first Police Commemoration Day.

Participating in the celebrations, Vemulawada legislator Ch. Ramesh Babu said the government should engage the youth in various employment opportunities to reduce the crime rate. He called upon the people to play an active role in the development of villages.

Stating that he had released Rs. 30 lakh for the installation of CCTV cameras in Vemulawada to keep a tab on crime, he promised double-bedroom houses to the families of the martyrs.

Mr. Babu also promised to construct a compound wall and borewell around the memorial.

Collector Krishna Bhaskar said that the police personnel from other States were showing interest in working in the Telangana State Police Department.

Superintendent of Police Vishwajit K. said that eight personnel sacrificed their lives in Sircilla district. The dignitaries distributed clothes to the orphans of the police-adopted Sanugula village in the mandal.

Adilabad Special Correspondent adds: In what was the first major official programme to be observed in the four districts carved out from Adilabad, Ramagundam Police Commissioner Vikram Jeet Duggal paid homage to the police martyrs at Mandamarri in Mancherial district in connection with the Police Commemoration Day.

A martyrs column in memory of the personnel who laid their lives in the line of duty was inaugurated at Mandamarri in the presence of Mancherial DCP John Wesley and ACP A. Ramana Reddy.

In Adilabad, Collector Jyothi Buddha Prakash, district Judge G. Udaya Gowri, and Superintendent M. Sreenivas paid homage to 55 martyred police personnel at the martyrs column in AR headquarter. They laid wreaths while a contingent of policemen presented a smruthi parade.

At Nirmal, homage was paid to the martyrs at the SP office by Housing Minister A. Indrakaran Reddy and SP Vishnu S. Warrier.

A martyrs column was also established for the purpose.

Kumram Bheem district saw homage being paid at the ZP school ground, with Asifabad and Sirpur MLAs Kova Laxmi and Koneru Konappa, MLC Puranam Satish, Collector M. Champalal, and SP Sunpreet Singh laying wreaths. The kin of 14 martyrs were given gifts to honour the personnel.

Karimnagar Special Correspondent adds: Minister for Finance and Civil Supplies Etala Rajender praised the police for the maintenance of law and order in Telangana.

Participating as the chief guest at the Police Commemoration Day celebrations at the police headquarters in Karimnagar town, the Minister placed a wreath at the police martyrs memorial.

The police presented an smruthi parade. Additional Commissioner T. Annapurna read out the names of police martyrs who sacrificed their live for the cause of society.

In Ramagundam of Peddapalli district, Inspector General of Police Y. Nagi Reddy participated in the Police Commemoration Day celebrations at Ramagundam police commissionerate.

The IG, along with Commissioner of Police Vikramjeet Duggal and families of police martyrs, planted saplings at Smrith Vanam. The Commissioner also inaugurated a blood donation camp.

Nizamabad Special Correspondent adds: “No one can evaluate the sacrifices made police personnel who discharge their duties with an aim to protect democracy and the society, even while not caring for their lives. Therefore, it is our responsibility to remember their services for at least one day every year,” said Collector Yogitha Rana.

Addressing the gathering of police personnel, their families, and the general public at the Police Parade ground in connection with the Police Commemoration Day, she said that it was the duty of every citizen of the country to recall the sacrifices made by the police and other forces.

Commissioner of Police Kartikeya said a total of 473 police personnel lost their lives this year across the country while on duty.

Earlier, Ms. Rana, Mr. Kartikeya, and Superintendent of Police, Kamareddy district, N. Swetha paid homage to the police martyrs by laying wreaths at the obelisk.

Superintendent of Police N. Manivannan led the district police in paying homage to 473 police personnel, who had sacrificed their lives while on duty, on the occasion of Police Commemoration Day here on Friday.

After Inspector of Police Arumugam led a commemoration parade in respect of the slain policemen, Deputy Inspector General of Police (Ramanathapuram Range) Kapil Saratkar, Collector S. Natarajan and the SP paid their respects by placing wreaths at the Martyrs’ Column on the Armed Reserve Police Ground here.

Lt Commander Shisir Nair, INS Parundu; Assistant Superintendent of Police S. Sarvesh Raj, Additional Superintendent of Police (Prohibition and Enforcement Wing) S. Vellaidurai, and Deputy Superintendents of Police K. Maheswari (Kilakarai), E Mcclarine Eskhol (Thiruvadanai) and Gandhimathi Nathan (District Crime Records Bureau) were among others who paid their respects.

The SP said a total of 473 police personnel were killed or met with unnatural death while in service from September 1, 2015, to August 31, 2016, leaving behind their grieving families.

Additional Superintendent of Police (Headquarters) T. Inbamani led the policemen in paying homage to the slain police personnel at Kamudhi Special Force (KSF) campus.

DSPs P. Karuppaiah (Paramakudi), K Ashokan (Kamudhi) and R. Ganapathy (Mudukuathur) joined him in paying homage.

Sivaganga

In Sivaganga, SP T. Jayachandran led the policemen in the district in paying homage at the Armed Reserve ground. DSPs from all the sub divisions paid their homage by placing wreaths at the Martyrs’ Column.

The Commemoration Day traces back to October 21, 1959, when a patrol party of Central Reserve Police Force (CRPF) was ambushed by Chinese forces at Hot Sprints, 16,000 ft altitude, killing 10 jawans.

The history of commemoration day traces back to 21st October 1959, when a patrol party of CRPF, led by DSP Karam Singh, was ambushed by the Chinese forces at Hot Springs ladakh and 10 jawans were killed, the bravery and resultant sacrifice of jawans fighting at 16,000 ft. altitude, in extremely cold conditions and against all odds, is an epitome of the rarest of the rare courage Indo-Tibetan Border Police sends a representative party of all police forces, of the country, to Hot springs, Ladakh every year to pay homage to the martyrs who laid down their lives on 21st Oct, 1959 while guarding national frontiers.



21st of October 1959, Karam Singh and Tyagi led a team of around twenty policemen armed with bolt action rifles in search of the missing policemen and they left camp on ponies. The rest of the force was ordered to follow behind on foot. Karam Singh and his advance party reached the same region as the team the previous night had done and again found the hoof-prints. This time, however, Karam Singh, Tyagi and their small team dismounted and awaited the arrival of the main force. When the main party did arrive, it was decided that Tyagi would stay behind and command this larger force while Karam Singh and his small group of twenty would follow the tracks and see if they led to the Chinese intruders in that sector.


303 BOLT ACTION RIFLE



It was at this point that the main force and the smaller advance team under Karam Singh lost sight of each other as a result of the hill feature along the bank of the Chang Chenmo River where the hoof-prints continued. Suddenly a Chinese officer was spotted on this hill overlooking both the teams as he waved to Karam singh to raise their hands and surrender. The Chinese had ambushed the entire force of Indian policemen. Now the Chinese were at an elevated position in fortified bunkers and trenches and armed with mortars and heavy machineguns looking down on an exposed Indian police force. But the brave Indian policemen were not ruffled by this show of force.

Ten CRPF men in Karam Singh’s remaining force of nineteen were killed by evening while most others suffered some form of injury or another. One of the constables, Makhan Lal, was seriously injured by a bullet in the stomach. Faced with complete decimation of his men under the relentless Chinese gunfire, Karam Singh finally surrendered along with his nine wounded survivors later in the evening. The main force under Tyagi was forced to retreat and their attempts to recover the bodies of the dead CRPF men later in the night was in vain since many of the forty men under his command had also been wounded to some degree or another and the Chinese still dominated the hill above the riverbank which they continued to hold even on the 22nd October when Tyagi was finally ordered to retrieve his remaining force back to Tsogstsalu. Four of the more seriously injured policemen under Tyagi were airlifted to Srinagar on November 1st, 1959 to be placed in a Military Hospital there.

On November 14th 1959, Prime Minister Nehru’s birthday, the Chinese returned the three Indian policemen captured on October 20th along with Karam Singh and the rest of his surviving men. The bodies of the ten brave CRPF men were returned by the Chinese at the Indo-China border on November 13TH 1959. The body of Constable Makhan Lal was never returned and remained unacknowledged by the Chinese. The last time he was seen was where the Chinese had forced Karam Singh and his men to leave his wounded body on the bank of the Chang Chenmo River under the protection of Chinese soldiers. He was most likely neglected and died of his wounds but there are no confirmations of this ruthless act on the part of the Chinese.

the Chinese allowed only ten Indian policemen to approach the actual Indo- China border. These ten men had to bring the bodies on horseback all the way back to Hot Springs. One of the constables of the ITBF who went along to collect the bodies was Sonam Wangyal, who had been in Tyagi’s main force during the original encounter on the 21st of October. He recollects the grim transfer ceremony :

PM attends DGsP/IGsP Conference in Hyderabad

The Prime Minister, Shri Narendra Modi, today addressed the DGsP/IGsP Conference at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad.

Speaking on the occasion, he recalled that today is 26th November – the day that a deadly terror attack had struck Mumbai, and police had bravely fought against terrorists. He also recalled the over 33,000 police personnel who have attained martyrdom.

The Prime Minister said that this annual conference has now undergone a transformation in the way it is conducted. He said it has become a platform for sharing experiences, which leads to good inputs for policy planning.

The Prime Minister laid emphasis on concrete outcomes out of the actionable points that have been finalised.

On training, the Prime Minister said the development of soft skills is now essential, and should become a part of the training drill. Aspects such as human psychology and behavioural psychology should be vital parts of training, he added.

The Prime Minister said leadership skills are important, and the onus lies on senior officers to inculcate these skills in the police personnel.

On the subject of law and order, the Prime Minister emphasised the importance of foot patrolling and constabulary Intelligence.

Shri Narendra Modi called for a qualitative change in the police force through a collective training effort. The Prime Minister said that technology and human interface are both important for the police force to keep progressing.

The Prime Minister launched a mobile app – Indian Police at Your Call. He presented the President’s Police Medals for distinguished service to officers of the Intelligence Bureau.

Earlier in the day, the Prime Minister laid a wreath at the Martyrs Column at the National Police Academy. He also offered floral tributes at the statue of Sardar Vallabhbhai Patel, and planted a sapling.
