BSF conducts first band display and retreat ceremony at National Police Memorial

MoS (Home) Shri Kiren Rijiju pays tributes to the Police Martyrs at the Memorial

Marking the beginning of a series of ceremonies at the National Police Memorial here today, Minister of State for Home Affairs, Shri Kiren Rijiju was the Chief Guest at the Band display and retreat ceremony at National Police Memorial. The Minister and other distinguished guests paid rich tributes to the Police Martyrs at the Memorial. The Border Security Force (BSF) put up a mesmerizing band display and a perfectly orchestrated retreat ceremony in a befitting homage to the Martyrs. The somber yet spectacular display was highly appreciated by Shri Kiren Rijiju and all guests present at the venue.

In a charged atmosphere, the memorial site came alive with the outstanding band display by BSF. The martial tunes played and different formations display by the Brass and pipe band teams of BSF was followed by crisp retreat ceremony by the Seema Praharees who stand as the impregnable wall of India’s first line of defence on Pakistan and Bangladesh Border.

On February 1, 2017, with the initiative of Special Secretary (IS), Ministry of Home Affaris (MHA), Shri Mahesh Kumar Singla, it was decided that every Saturday a band display as well as retreat ceremony will be conducted at National Police Memorial site. It is a monthly event for all Central Armed Police Forces (CAPFs). BSF has the distinguished honour of initiating this solemn ceremony for times to come.

Mandated to serve motherland and to save the society from external and internal vices, Police forces of India have proven their mettle braving all odds. Every year, 21st October is observed as Police Commemoration Day. On this fateful day in 1959, 20 brave police men stood as rock against external aggression and gave supreme sacrifice on the altar of duty at the altitude of 16000 feet at Hot springs Ladakh. This legacy of selfless service to nation is carried on with great responsibility and selfless zeal by all Police Forces of India. A Memorial service is conducted every year at Hot springs Ladakh by representatives of all police forces. Since 2012 the same is being observed at a National level at National Police Memorial, Chankyapuri, New Delhi.

Retired and Serving Senior Police Officers, Officers and family members of CAPFs and security agencies, MHA and other Ministries were present during today’s ceremony. The ceremony to be held on every Saturday is open to the public.

Shri Rajnath Singh launches the MHA Mobile Application for Grievances Redressal of CAPF personnel

App is a ‘Digital Option’ to jawans to lodge their grievances: Home Minister

The Union Home Minister Shri Rajnath Singh launched the Ministry of Home Affairs (MHA) Mobile Application for grievance redressal of the Central Armed Police Forces (CAPFs) personnel, here today. The Union Home Minister also launched BSFMyApp on the occasion.

Speaking on the occasion, Shri Rajnath Singh said that he had proposed this App at the DGPs conference held in Hyderabad last year. He said that he wished to relate to every jawan working for nation. He congratulated the BSF for developing this App in short span of time. He said that the CPAFs are one of the most disciplined forces. If they are disciplined, this does not mean that they do not have emotions, he added. He said that they also have some personal problems and the system keeps on resolving their problems from time to time. Shri Rajnath Singh said that this App is required when the jawans feel that their problems need attention of the Ministry of Home Affairs. This has given a ‘Digital Option’ to jawans to lodge their grievances and he is just one click away from jawans, the Home Minister said. Shri Rajnath Singh said that he will review the dashboard of the App every month and check the status of redressal of grievances. The MHA will intervene, wherever required, he said. He said that everybody should get benefitted from the telecom revolution.

The Home Minister also appreciated the jawans for the dedication with which they do their duty. He said that the Government is making efforts for the welfare of jawans. He said that to curb stagnation, 34,000 jawans have been promoted to Head constable position. He also said that the families of the jawans, who sacrifice their life for the nation, should get minimum assistance of Rs one crore. He said that the Government has recently launched a web portal “Bharat ke veer” to enable the willing donors to contribute towards the family of a braveheart who sacrificed his/her life in line of duty. The web portal is getting very good response, he added.

The MHA Mobile App has been developed in view of the fact that personnel of various Central Armed Police Forces are discharging their duties at their places of duty all over the Country. In the course of discharging their duties, they come across various personal/service related problems which can be addressed and re-addressed by their organizations. All Central Armed Police Forces have well organized mechanism for Redressal of Grievances of their personnel. Notwithstanding, there are still some personnel who feel that their grievances need further consideration and better solution. As a result, they have a keen desire to raise their level of grievances to the level of Ministry of Home Affairs (MHA). This required a suitable mechanism to enable Force personnel to submit their grievances to MHA and at the same time provide an opportunity to their organization for further consideration of their requests. Considering this requirement, the MHA Mobile App provides a common system in which all personnel of various CAPFs can submit their grievances through a Mobile Application and the same provides respective Forces to receive the submitted grievance for further action. The Mobile application also has a provision for MHA to continuously monitor the action taken by various CAPFs on their grievances and regulate the process for further improvement in the Grievance Redressal System.

The BSFMyApp launched on the occasion has been developed to cater to the requirement of BSF personnel regarding Grievance Redressal as well as various other service and welfare related issues of the Force personnel, deployed in the field. It provides mechanism to address issues related to Pay, GPF, Leave, Deputation etc. The most significant feature of the Application is its Financial Literacy Module which not only educates BSF Personnel about investment of their savings but also facilitates investment in a safe and systematic manner.

The DGs of CAPFs and senior officers of the Ministry of Home Affairs and CAPFs were also present on the occasion.

Police Commemoration Day to be observed tomorrow

Union Home Minster to pay homage to the Police Martyrs

The Police Commemoration Day is observed on October 21st every year. The Union Home Minister, Shri Rajnath Singh will attend the Police Commemoration Day Parade at the Police Memorial Ground here tomorrow. On the occasion, he will also lay wreath and pay homage at the Police Memorial.

The day commemorates the sacrifices of ten policemen while defending our borders with China in 1959. Indian Police personnel were responsible for manning the 2,500 mile long border of India with Tibet until the autumn of 1959.

On October 20, 1959, three reconnaissance parties were launched from Hot Springs in North Eastern Ladakh in preparation for further movement of an Indian expedition which was on its way to Lanak La. While members of two parties returned to Hot Springs by the afternoon of that day, the third one comprising of two Police Constables and a Porter did not return. All available personnel were mobilized early next morning in search of the missing personnel. A party of about 20 Police personnel led by Shri Karam Singh, DCIO proceeded ahead on horseback, while other followed on foot in three Sections.

At about mid day, Chinese Army personnel were seen on a hillock who opened fire and threw grenades at the party led by Shri Karam Singh. Since there was no cover, most personnel were injured. Ten of our brave Police Personnel attained martyrdom and seven others sustained injuries. The seven injured were taken prisoners by the Chinese while the remaining managed to escape. Bodies of the ten personnel were returned by the Chinese only on November 13, 1959, a full three weeks after the incident. These bodies were cremated with full Police honours at Hot Springs.

The Annual Conference of Inspectors General of Police of States and Union Territories held in January 1960 decided that October 21 would henceforth be observed as ‘Commemoration Day’ in all Police Lines throughout India to mark the memory of these gallant personnel who were killed in Ladakh and all other Police personnel killed on duty during the year. It was also decided to erect a memorial at Hot Springs and, every year, members of Police Forces from different parts of the country trek to Hot Springs to pay homage to those gallant martyrs. Since the year 2012, the Police Commemoration Day Parade is being held at the National level at the Police Memorial, Chanakyapuri.

So far since Independence, 34,418 Police personnel have sacrificed their lives for safeguarding the integrity of the nation and providing security to people of this country. During the last one year, from September 2016 to August 2017, 383 Police personnel have laid down their lives.

The Union home ministry told state governments on Wednesday that paramilitary forces cannot act as a substitute for police as they were supposed to be deployed primarily in emergency situations.

The ministry’s remarks come against the backdrop of an ongoing tussle between the West Bengal government and Centre over the latter’s decision to withdraw forces from Darjeeling.

In a statement issued to the press, MHA said it had asked all state governments to set up a committee for examining central armed police forces (CAPFs) required while keeping in view internal security and availability of central forces in nearby locations.

“CAPFs can’t substitute the state police force as their deployment is related to emergency crisis in states for maintaining law and order,” the Union home ministry said.

The central government earlier this week had decided to withdraw 10 of the 15 companies of central paramilitary forces that were deployed in the hills in the wake of summer unrest.

“The central government has formulated standard operating procedures (SOPs) for deployment of CAPFs and according to it, the central forces would be able to meet more pressing commitments like guarding borders, fighting insurgency, anti-national operations and in related situations which need immediate mobilisation of forces,” the ministry said.

The home ministry statement comes a day after the Calcutta high court stayed BJP-led Centre’s decision to partially withdraw paramilitary forces from Darjeeling, rejecting the argument that they were required to be deployed elsewhere for
elections.

The Centre stated that state governments should not request for an extension of central armed police forces deployment unless there were “ adequate security reasons”.

DELHI: The nation will pay homage to the policemen martyred in firing by Chinese troops in 1959 and 34,400 others who laid down their lives protecting India's unity, at a special function here tomorrow, the home ministry said today.

Home Minister Rajnath Singh will lead the nation to pay homage to 10 policemen besides 34,408 other police personnel, who have sacrificed their lives since independence to safeguard the unity and integrity of the nation.


Observed as 'Police Commemoration Day', October 21 commemorates the sacrifices of the 10 policemen while defending India's borders with China in 1959, a statement by the ministry said.


The Indian police personnel were responsible for manning the 2,500 mile long border of India with Tibet until the autumn of 1959.

Union Home Minister pays homage to Police Martyrs on Police Commemoration Day

The Police Commemoration Day Parade was held today at the National Police Memorial, New Delhi. The Occasion was graced by the Union Home Minister, Shri Rajnath Singh and the MoS in the Ministry of Human Resource Development, Ministry of Water Resources, River Development & Ganga Rejuvenation, Dr. Satya Pal Singh. The DIB Shri Rajiv Jain read out the names of all Police Personnel who laid down their lives in the line of duty this year. The Union Home Secretary, Shri Rajiv Gauba as well as heads of all the Central Paramilitary Forces and the Commissioner of Delhi Police also attended the Occasion. The CISF was the host of today’s ceremony. Retired Police Officers in large numbers attended the Parade.

Police Commemoration Day is observed every year on October 21 to commemorate the Police personnel who were martyred in Hot Springs, Ladakh in 1959. This year 383 Police Personnel from different State Police Forces as well as Central Paramilitary Forces and Central Police Organisations were martyred.

Deputy Commissioner of Gadag Manoj Jain has said that since citizens lead a peaceful life because of the sacrifices of police personnel, they (citizens) have a responsibility to give moral support to the latter.

Addressing a gathering to mark Police Martyrs’ Day on the premises of the office of Superintendent of Police of Gadag on Saturday, after paying tributes to the police martyrs, he said “The police personnel are on duty round-the-clock and because of their duty consciousness, we are leading a peaceful and safe life. While we celebrate festivals with fervour, the police personnel stay away from their houses and help us celebrate the festivals peacefully. Because of their service, their family members too have to sacrifice a lot. The district administration is committed to extend all assistance and cooperation to the welfare of the families of police personnel.”

Superintendent of Police of Gadag K. Santosh Babu said that the Police Martyr’s Day was being observed to remember and pay tributes to the soldiers who lost their lives while protecting the country against the attack of Chinese forces on India on October 21, 1959.

Reading out the list of police martyrs, Mr Babu said that in the year 2016-17 as many as 370 police personnel had lost their lives while serving the nation. S.P. Ravikumar, M.B. Patil, T.D. Jayaram, Arunkumar and Ramesh of Karnataka were among them.

Earlier armed policemen fired three rounds in the air to pay tributes to the martyred police personnel. Dignitaries paid tributes by placing wreaths at the police memorial.

The 58th Police Commemoration Day was observed at the Punjab Armed Police grounds here on Saturday. DGP Suresh Arora laid the wreath at the martyrs' memorial erected inside the PAP campus here. Following this, the names of all 383 martyrs from the police and paramilitary forces of 2017 were read out by Rajpal Sandhu, Commandant, In Service Training centre, PAP.

While addressing the martyrs’ families and the officials present on the occasion, Arora said that since 1981, 2,719 police personnel had laid down their lives in various anti-terrorism and other operations in Punjab. He urged the officials who had joined the department recently to put the concern of the martyrs’ families at the top. While applauding Chief Minister Capt Amarinder Singh’s concern for these families, Arora said the Punjab government had restored the special family pension of the terrorist-affected families and the red-card facilities to them.

He said the police department would leave no stone unturned to maintain law and order in the state. The day commemorates the sacrifices of the 10 policemen who were martyred while defending India’s border with China in 1959. Police personnel were responsible for manning the 2,500-mile-long border of India with Tibet until the autumn of 1959.

Blood donation camp organised to mark the occasion
Led by Deputy Inspector General of Police (In-Charge), Tirunelveli Range, Karthikeyan, the police officers paid homage to 379 policemen and officers, who sacrificed their lives while discharging their duties across the country on the occasion of Police Commemoration Day observed on Saturday.

After Mr. Karthikeyan placed the wreath on the Martyr’s Column at Armed Reserve Police Grounds in Palayamkottai, Superintendent of Police P. Ve. Arunshakthikumar and Deputy Commissioner of Police (Crime and Traffic), Tirunelveli City, Feroze Khan paid floral homage to the policemen and the officers who died in harness.

In Thoothukudi, Superintendent of Police P. Mahendran led the commemoration held in front of Thoothukudi South Police Station in which senior police officers participated.

Superintendent of Police, Kanniyakumari, M. Durai and senior police officers paid homage at a commemoration parade held in Nagercoil.

Ramanathapuram

Superintendent of Police Omprakash Meena led the district police in paying homage to 370 police personnel, who had sacrificed their lives, while on duty at the Martyrs’ column in the Armed Reserve (AR) police grounds.

After Mr. Muthuramalingam, Inspector of Police (Armed Reserve), led a commemoration parade in respect of the slain policemen, Collector S. Natarajan, the SP, Principal District Judge A. Kayalvizhi, Naval commander T.V. Anilkumar, Indian Coast Guard commander K.V. Kosavi, Fire services zonal officer N.V. Ramaroa paid their respects by placing wreaths at the Martyrs’ Column.

Additional Superintendent of Police (ADSP-headquarters) T. Inbamani led the policemen in paying homage to the slain police personnel at the Kamudhi Special Force (KSF) in Kamudhi.

ADSP (Prohibition and Enforcement Wing) S Vellaidurai and Deputy Superintendents of Police (DSPs) Balaji (Kilakarai), Natarajan (Ramanathapuram) and Gandhimathi Nathan (AR) were among others who paid their respects.

The SP said a total of 370 police personnel were killed or met with unnatural death while in service in a year from September 1, 2016, leaving behind their grieving families in order to secure and ensure the twin goals of peace and freedom in the country.

Sivaganga

In Sivaganga, SP T. Jayachandran led the policemen in the district in paying homage at the Armed Reserve grounds. DSPs from all the sub-divisions paid their homage by placing wreaths at the Martyrs’ Column.

Commemoration Day traces back to October 21, 1959, when a patrol party of Central Reserve Police Force (CRPF) was ambushed by Chinese forces at Hot Sprints, 16,000 ft altitude, killing 10 Jawans.

Madurai

Senior police officials in Madurai, including Inspector General of Police (South Zone) Shailesh Kumar Yadav, Commissioner of Police (Madurai city) Mahesh Kumar Aggarwal and Superintendent of Police (Madurai) N. Manivannan, paid homage to the martyrs in the uniformed services as part of the Police Commemoration Day observed in the Armed Reserve Grounds here on Saturday.

Speaking at the function, Mr. Aggarwal mentioned that 379 police personnel have sacrificed their lives while on duty across the country the last year. Policemen also paid gun salute to the martyrs.

Later, a blood donation camp was organised, in which 118 police personnel and 60 civilians donated blood to the bllod bank at Government Rajaji Hospital.

Chief Minister leads State in paying homage on Police Commemoration Day
Chief Minister K. Chandrasekhar Rao paid homage to the police personnel who were martyred while discharging their duties.

Speaking on the occasion of Police Commemoration Day, Mr. Chandrasekhar Rao said the country would always remember the sacrifices made by the policemen for protecting the lives and properties of people. Calling upon the police personnel to rededicate themselves for their noble responsibilities, Mr. Rao reiterated that Telangana government was giving the highest priority to the welfare of members of the martyred families.

Solemnity marked the proceedings during Police Commemoration Day on Saturday which was observed in all the four districts which constituted undivided Adilabad.

In Adilabad Forest Minister Jogu Ramanna, Collector Buddha Prakash M. Jyoti and Superintendent of Police M. Sreenivas garlanded the statue of martyrs and laid wreaths at the memorial. Police band led a rally by policemen in town.

The 58th Police Commemoration Day was observed at the Police parade grounds here on Saturday. City Police Commissioner G Sudheer Babu laid a wreath at the martyrs’ memorial inside the police headquarters and paid rich tributes to police personnel who went down discharging their duties. It was followed by reading out of names of all 383 martyrs from the police and paramilitary forces of 2017 by M..S Venugopal Rao, DCP Central Zone.On arrival, the Commander-in-Chief proceeded to the War Memorial in slow march with the wreath bearers marching in front. The guard performed the ‘Shok Shastra’ and everyone maintained a two minutes silence.

: In-charge Collector A. Ravinder Reddy, speaking at the valedictory of the Police Commemoration Week said that defence personnel on the borders and policemen on civil duty were making supreme sacrifices for the protection of the country and for maintaining law and order within the country.

Commissioner of Police, in-charge, N. Swetha said that the commemoration week was being observed every year from October 15 to 21 ever since 10 CRPF policemen at Ladak were gunned down by the Chinese Army on October 21, 1959. She said remembering the services of the martyred policemen was the responsibility of everyone in the society. Assuring that all kind of assistance would come from the department to the martyrs families, she said that during the current year as many as 383 policemen including two SPs and three Deputy SPs laid down their lives in the discharge of duty.

Parade held

A ‘Smriti Parade’ was organised as a mark of respect to the valiant police martyrs, who laid down their lives at the altar of duty at District Police Headquarters here on Saturday.

Principal District and Sessions Judge M Lakshman, Collector D S Lokesh Kumar, Commissioner of Police Tafseer Iqbal, Khammam MLA P Ajay Kumar and others offered floral tributes to the police martyrs.

In Bhadradri-Kothagudem district, Bhadrachalam Assistant Superintendent of Police Sunil Dutt and others paid homage to the police martyrs at a programme held at Pragathi Maidan in Kothagudem on Saturday.

The heroism at Rezang La, 55 years ago, should be in history textbooks

A recent visit to a school in Dehradun to participate in a military history seminar drew attention again to the tenacious Indian indifference to history in general and recent military history in particular.

My panel was on the India-China relationship and the temporal review was from the traumatic border war of October-November 1962 to the more recent face-off at Doklam. A brief conversation with the students and the teachers highlighted one of the abiding omissions in the Indian school curriculum — the near total absence of recent Indian military history. Recall, if any, is through Bollywood!

No recall

Various reasons were advanced for such omission but one major gap is the lack of an adequate body of work by way of well-researched books by professional Indian historians that could have been distilled for school children. A wry observation is that there are more books on the 1857 War for Independence (aka the Sepoy Mutiny in the British discourse) than the wars the Indian military was compelled to engage in after August 1947.

The 1962 border war with China receives episodic attention and it remains a traumatic memory for the Indian collective. This year marks the 55th anniversary of that chapter of national history, and the lack of public debate on it is depressing. The brief war has a boiler-plate Indian narrative to it that has acquired an inflexible index of certitude, wherein China is the aggressor and India the hapless victim. The Chinese narrative has its own contour, dwelling in the main on Indian perfidy and the arrogance of Prime Minister Jawaharlal Nehru. Emotive nationalism has rendered the narratives on both sides more sacred and, equally, more brittle with every passing year.

The younger generation in India, that is those born after 1980, may not even recall the border war with China except in a hazy manner. However, it merits recall that those responsible for national security at the highest level in government proved to be inept, ignorant and arrogant in the defence management of the country. Nehru was broken by this episode, unable to come to terms with what had transpired. This is evidenced in the manner that the Henderson-Brooks report undertaken by the Army was not tabled in Parliament — in fact, it has still not been declassified.

The more unsavoury part of the history of the 1962 war was the role played by then Defence Minister, Krishna Menon, and his acolytes in the Army, led by Lt. General B.M. Kaul. But there is another aspect to the recall of the war and that is the forgotten heroism and gallantry of the Indian soldier in the face of extreme adversity.

Anecdotal fragments from that war refer to the grim and unpardonable reality of the Indian soldier, poorly clad in the cold and harsh terrain, marching up the icy heights of the Himalayas with ancient .303 rifles to face a much better equipped Chinese army.

Heroism at Rezang La

Despite such deficiencies, from Nathu La in 1962 to Kargil in 1999, the Indian soldier has remained stoic and steadfast in his commitment. Specific to the 1962 war, there were many acts of gallantry of the highest order, and regrettably they are little remembered today. One battle often recalled by professionals is that fought by a company of 13 Kumaon at Rezang La in the Ladakh region on November 18, 1962. Gallantry in battle cannot be meaningfully quantified, much less compared but the odds were against the 123 men led by Major Shaitan Singh and all but 14 died, rifle in hand, in battle position as the Chinese overwhelmed them. Their bodies were discovered only in January 1963 by a local shepherd, and it was then that the texture of their indomitable heroism became discernible.

Independent India has faced many challenges to national security and territorial integrity, beginning with the war for Kashmir in October 1947 and through the Mumbai terror attacks of November 2008. The need to introduce an appropriate capsule in the school curriculum should need little reiteration, but it has remained elusive for more than half a century. Can this project begin now?

Shri Rajnath Singh attends CRPF’s 79th Raising Day Parade

The Union Minister of Home Affairs Shri Rajnath Singh today praised the contribution of CRPF in meeting various security challenges posed by terrorism, leftwing extremist violence and insurgents in the North East. Shri Rajnath Singh was addressing the Force personnel at Gurugram on the occasion of Force’s 79th anniversary.

Shri Rajnath Singh recalled several incidents where the valiant Jawans of CRPF successfully thwarted miscreants’ evil designs and said the country is proud of the CRPF. He said the Force played a prominent role in ensuring safety and security which is a prerequisite for the economic development of the country.

He said CRPF was successful in inflicting heavy losses on Maoists who were using tactics of desperation as the battle is in the final stages. He urged the Force to inform the people of Government’s development programmes while highlighting anti-development activities of the Maoists. Highlighting the multidimensional role of the Force, he said whether it is Jammu and Kashmir, Leftwing extremism, the North East, Elections or Internal security, the country looks up to the CRPF.

The Union Home Minister added that CRPF was not only organising Civic Action Programmes, but also taking active part in Swachhata Abhiyan, Beti Bachao Beti Padhao Abhiyan and encouraging digital transactions.

On the occasion the Home Minister presented medals and citations to the kins of martyrs and other personnel of the force for their commendable performance . Earlier the Home Minister inspected the CRPF Contigents and took the salute.

Earlier Speaking on the occasion, Shri R R Bhatnagar, DG CRPF touched upon various valiant deeds performed by the force personnel since it began its journey in 1939. He said that due to the active involvement of the force in J&K, LWE areas and the North East, as many as 172 terrorists and many Maoists have been neutralised during the last one year alone. He assured that CRPF will always rise to the challenge of internal security and come out with flying colours.

The ceremony came to a close with a splendid show of acrobatics and the impressive daredevilry of the CRPF canine squad.

The National Police Memorial (NPM) will be dedicated to the nation tomorrow in recognition of the supreme sacrifice made by police personnel since independence.

October 21 is observed as the Police Commemoration Day every year in memory of the policemen killed at Hot Springs in Ladakh by Chinese troops on this date in 1959.

The memorial has been erected on 6.12 acres of land in Chanakyapuri, at the northern end of Shanti Path.

This Police Memorial represents all State/UT Police Forces and Central Police Organizations of the country.

Since 1947, 34,844 police personnel have been martyred, with 424 losing their lives this year. Many of these brave lives were lost in the fight against terrorism (referred to as militancy and insurgency in some theatres) in various geographical regions such as Kashmir, Punjab, Assam, Nagaland, Manipur, Mizoram and LWE-affected regions of the country.

Further, a large number of police lives were lost in prevention of crime and in maintenance of law and order.

The central sculpture of the NPM is a 30 feet monolith made of a single piece of granite, weighing 238 tonnes. Its weight and colour symbolise the gravitas and solemnity of the supreme sacrifice. A 60 foot long river at the base of the sculpture reflects the continuous self-service of the policeman and woman, to maintain peace and public order.

The Wall of Valour has the names of all 34,844 martyrs engraved on granite.

A Police Museum will also be dedicated to the nation. It contains artefacts and points of time that shaped the history of the Indian police.

प्रधानमंत्री श्री नरेन्द्र मोदी ने आज पुलिस स्मारक दिवस के अवसर पर राष्ट्रीय पुलिस स्मारक राष्ट्र को समर्पित किया।

प्रधानमंत्री श्री नरेन्द्र मोदी ने आपदा मोचन संचालनों में शामिल लोगों का सम्मान करने के लिए नेताजी सुभाष चंद्र बोस के नाम पर एक पुरस्कार देने की घोषणा की। यह पुरस्कार आपदा के समय लोगों की जान बचाने में बहादुरी और साहस का प्रदर्शन करने के कार्य को पहचान देने के लिए प्रति वर्ष घोषित किया जाएगा।

प्रधानमंत्री श्री नरेन्द्र मोदी ने राष्ट्रीय पुलिस स्मारक पर शहीदों को पुष्पांजलि अर्पित की। उन्होंने हॉट स्प्रिंग्स घटना के तीन जीवित सदस्यों को सम्मानित किया। श्री मोदी ने राष्ट्रीय पुलिस स्मारक के संग्रहालय का भी उद्घाटन किया और आगंतुक पुस्तिका में हस्ताक्षर किए।

इस अवसर पर प्रधानमंत्री ने राष्ट्र की सेवा करने के लिए अपना जीवन न्यौछावर करने वाले पुलिस कर्मियों के साहस और बलिदान को सलाम किया। उन्होंने हॉट स्प्रिंग्स लद्दाख में बहादुरी से लड़ने वाले बहादुर पुलिस कर्मियों के बलिदानों को याद किया और उनके परिवार और प्रियजनों के प्रति सम्मान व्यक्त किया।

राष्ट्रीय पुलिस स्मारक राष्ट्र को समर्पित करने में खुशी जाहिर करते हुए प्रधानमंत्री ने कहा कि इस स्मारक की केंद्रीय मूर्तिकला पुलिस बलों की क्षमता, साहस और सेवा भावना का प्रतिनिधित्व करती है। उन्होंने यह भी कहा कि राष्ट्रीय पुलिस स्मारक से जुड़ी हर वस्तु देश के नागरिकों को पुलिस और अर्धसैनिक कर्मियों की बहादुरी के बारे में शिक्षित करेगी। उन्होंने कहा कि वर्तमान में देश जिस शांति, सुरक्षा और समृद्धि का आनंद उठा रहा है वह पुलिस, अर्धसैनिक और सशस्त्र बलों के लगातार प्रयासों के कारण ही संभव हुई है।

प्रधानमंत्री ने राष्ट्रीय आपदा मोचन बलों और राज्य आपदा मोचन बलों के योगदान का भी जिक्र किया और कहा कि पुलिस और अर्धसैनिक बल राष्ट्रीय आपदा मोचन बलों का महत्वपूर्ण अंग है और आपदाओं से निपटने में उनके योगदान बहुत महत्वपूर्ण हैं।

राष्ट्रीय पुलिस स्मारक के बारे में प्रधानमंत्री ने कहा इस स्मारक को एनडीए सरकार ने प्राथमिकता दी और इसे समय पर पूरा किया है। उन्होंने कहा कि यह स्मारक राष्ट्र निर्माण में महत्वपूर्ण भूमिका निभाने वाले व्यक्तियों को अधिक से अधिक सम्मान देने के सरकार के दृष्टिकोण को रेखांकित करता है।

प्रौद्योगिकी के महत्व पर जोर देते हुए प्रधानमंत्री ने पुलिस बलों से अपने दैनिक कर्तव्य के निर्वहन में प्रौद्योगिकी और नवाचार को अपनाने का अनुरोध किया। इस संदर्भ में प्रधानमंत्री ने पुलिस बल आधुनिकीकरण योजना (एमपीएफ) का उल्लेख किया जो प्रौद्योगिकी, आधुनिक संचार प्रणालियों और आधुनिक हथियारों के माध्यम से पुलिस बलों का आधुनिकीकरण कर रही है।

प्रधानमंत्री ने कहा कि पुलिस बलों को पुलिस और समाज के बीच के बंधन को मजबूत करने में एक महत्वपूर्ण भूमिका निभानी है। इस संबंध में प्रधानमंत्री ने पुलिस बलों से पुलिस स्टेशनों को नागरिकों के अधिक अनुकूल बनाने का आग्रह किया।

राष्ट्रीय पुलिस स्मारक में केंद्रीय मूर्तिकला, कर्तव्य निभाते हुए अपने जीवन का बलिदान करने वाले पुलिसकर्मियों के नाम उत्कीर्ण हुई साहस और वीरता दर्शाने वाली दीवार तथा शहीद पुलिस कर्मियों की यादगार को समर्पित एक आधुनिक संग्रहालय शामिल है।

The Prime Minister, Shri Narendra Modi, dedicated the National Police Memorial to the nation, on Police Commemoration Day, today.

The Prime Minister announced an award in the name of Netaji Subash Chandra Bose, to honour the police and paramilitary personnel, involved in disaster response operations. The award would be announced every year, recognizing the bravery and courage displayed in saving lives of people, in the wake of a disaster.



Shri Narendra Modi, laid wreath and paid homage to the martyrs at the National Police Memorial. He honoured the three surviving members of Hot Springs incident. He also inaugurated the Museum of National Police memorial and signed the visitor’s book.



Speaking on the occasion, Prime Minister saluted the courage and sacrifice of policemen who laid down their lives for the service of the nation. He recalled the sacrifices of the brave police personnel who fought valiantly at Hot Springs, Ladakh and paid respects to their family and loved ones.

Expressing happiness in dedicating the National Police Memorial, Prime Minister said that the Central Sculpture of the memorial represents capability, courage and service orientation of the police forces. He added that every object associated with the National Police Memorial would inspire the citizens and educate them about the bravery of police and para military personnel. He added the peace, security and prosperity presently enjoyed by the nation has been possible due to the sacrifices and consistent efforts of police,paramilitary and armed forces.Prime Minister also evoked the contributions and sacrifices of National Disaster Response Forces and State Disaster Response Forces.

Talking about the National Police Memorial, Prime Minister said that Memorial was accorded priority by the NDA Government and was finished on time. He said that the memorial underlines the vision of the government to accord maximum respect to people who played a vital role in nation building.

Stressing on the importance of technology, Prime Minister urged the police forces to adopt technology and innovation in their daily discharge of duties. In this context, Prime Minister mentioned about the Modernization of Police Forces Scheme (MPF), which ismodernizing the police forces through technology, modern communication systems and modern weapons.

Prime Minister said that police forces have a big role to play in strengthening the bond between police and society. In this regard, Prime Minister urged the Police forces to make Police Stations more citizen friendly.

The National Police Memorial consists of Central Sculpture, a Wall of Valour-engraved with the names of police personnel who laid down their lives in the line of duty and a State of Art Museum dedicated to the memory of the martyred police personnel.

Union Minister of Home Affairs Shri Amit Shah presided over the occasion of the Police Commemoration Day and paid homage to the police personnel martyred in the line of duty at the National Police Memorial, in New Delhi today.

Police Commemoration Day owes its origin to the unflinching dedication and commendable courage of CRPF men. It was on this very day in 1959 when CRPF scripted a saga of valour and sacrifice in the snow-laden, inaccessible, inhospitable terrain of Hot Springs in Ladakh. A patrol party of twenty personnel of CRPF and Intelligence Bureau had gone to search for a missing reconnaissance party when it was ambushed by PLA (Chinese Army). In spite of the sudden attack and disadvantageous tactical position, they fought valiantly against the Chinese army personnel who were in large numbers and heavily armed. In this battle, ten CRPF men were martyred in defense of the country. Since then, Police Commemoration Day is observed on 21st October every year to honor the loyalty and supreme sacrifice of police personnel for the nation.

Speaking on the occasion, Shri Shah recalled the battle of Hot Springs and remembered the valour of the CRPF men martyred in it. He acknowledged the service of all police personnel, and hailed the history of police forces as a legacy of pride and valour.

Shri Shah commended all police personnel and called them the silent sentinels of the nation. He said that from the guarding of borders to traffic management and fighting the menace of illicit drugs to battling terrorism, police personnel have played a quiet yet seminal role in the nation’s development. He noted that the fruits of development can reach the last mile only when law and order are stable, and peace prevails, and police have an incredibly important role in ensuring that it does.

Remembering the martyrs, Shri Shah said that 34844 police personnel have laid down lives in the line of duty till now. He noted that 292 martyrs were being added to that list today. Speaking on the difficult conditions under which police personnel operate, Shri Shah said that police forces in India are severely understaffed, with an actual strength of 144 police personnel per one lakh population as opposed to the sanctioned strength of 222. Shri Shah said that because of this shortage of manpower, most policemen work long hours and not take weekly leaves. While acknowledging the difficult realities of police work environment, Shri Shah sad that the Modi Government is committed to holistic welfare of police personnel – from residence and work environment to health and education.

Ending his address, Shri Shah wished for the good health and welfare of all the police personnel.
