If yes,even though that might represent a great leap for Indian soldiers, there's still no MOLLE,no load carriage system,no modularity,no other configuration possible.... That should be the norm in the 21st century.

You got to wonder if soldiers were ever asked for their feedbacks or opinions ?

Who told you that? It's the older one developed by DRDO.
I am sure the newer one is different. Lets wait for proper specification.

The one you posted is currently being used and it has been developed and inducted a while ago. This private Indian firm SMPP Pvt Ltd that has bagged the ₹693 crore Army bullet proof jacket contract has developed some of the most modern BPJs such as

There is an another firm "MKU Industries" which is a private Indian defense firm as is currently supplying the ballistic helmets for the armed forces and they too have a wide range of PPEs in their portfolio.

A major contract through capital procurement route, for procurement of 1,86,138 Bullet Proof Jackets has been signed

The defence ministry said the indigenously developed bullet proof jackets will give new impetus to the ‘Make in India’ initiative of the government.

The defence ministry on Monday signed a contract with a defence firm for procurement of 1.86 lakh bullet proof jackets for the army at a cost of Rs 639 crore.

In a statement, the ministry said the contract was finalized after “successful” field evaluation trials.

The contract has been bagged by indigenous defence manufacturer SMPP Pvt Ltd.

“A major contract through capital procurement route, for procurement of 1,86,138 Bullet Proof Jackets (BPJs) has been signed,” it said.

It said the new BPJs will provide “360 degree protection” to the soldier in combat, including from hard “steel core” bullets.

“These bulletproof jackets will have ‘boron carbide ceramic’ which is the lightest material for ballistic protection. This makes SMPP BPJs the best of the class and will be able to provide ballistic protection at the lowest possible weight,” Chairman and Managing Director of SMPP S C Kansal said.

The company said the size of the contract is Rs 639 crore.

The defence ministry said the new BPJs will boost the confidence of soldiers. It said the indigenously developed BPJs will give new impetus to the ‘Make in India’ initiative of the government and provide confidence that Indian industry is capable of fulfilling the requirements of the armed forces.

MOLLE are both heavier and costlier while the Indian styled ones which provide the same level protection around the vital areas(only) are cheaper and lighter.

Our soldiers are already over burdened which is why if I remember correctly the IA RFI had stipulated the weight to be no more than 10kgs or something.
