Indians have never tested any real warhead designs, and that is the very reason why Agni V is carrying cumbersome RV. You can "easily" mod a missile to carry more RV's, but it's pointless if you don't have RV designs what are small enough.

Was Agni V build to carry cumbersome RV like the one we see in those pictures? Most likely.

I really like your opinion though but with the time you can't take it for granted that you must possess superior tech if you have tested it before.
e.g. US is infusing bn of $ annually on R&D but Israel leads them in many aspects.
