If you are asking why the change towards the idea of "talks with Pakistan", that is because the circumstances have changed. Remind yourself as to what the circumstances were when the talks were called off. Modi had taken a big leap with inviting Nawaz Sharif
(even after an LeT attack on the Indian consulate in Afghanistan) and then followed it up with an opening of the foreign secretaries meeting, something that had not happened for 2 and a half years. There was some probing of the new Indian government's resolve by the Pakistani army which was responded to pretty fiercely. However Nawaz Sharif's position internally was becoming problematic with all the marches and there was serious doubt that he would be allowed to continue or that he would have any power even if he did. The Pakistani HC's meeting
(earlier) with the Hurriyat leaders must be seen in this context. While NS himself had avoided meeting the Hurriyat, he did take quite a bit of flak for it and the continuous pressure on him was the reason that he felt the need to make the gesture publicly by asking the HC to meet Hurriyat leaders. Modi & his team would have been watching warily the events unfolding in Pakistan and this public grandstanding
(it was nothing else, there were no talks about Kashmir scheduled to discuss it with the Hurriyat & any discussion could have easily been done quietly) made it clear to them that talks in such situation were not going to go anywhere and may even be counterproductive because of the pressure on NS. Nor did Nawaz Sharif want to be dealing with such talks when he was under so much pressure internally. He would have been pretty thankful for it to have been called off.
GoI also had a additional problem with the meeting of the Hurruyat with the Pakistani HC because such a meeting if not reacted to would have sent a message to the valley that GoI considered the Hurriyat legitimate representatives. That would have undermined the mainstream parties in the run up to the elections in J&K. GoI's harsh reaction made the Hurriyat lose a certain amount of legitimacy and allowed the Kashmir elections to be conducted smoothly.
Further the absolutely hard reaction on the border where Indian forces deliberately moved the fighting down to the IB
(or working boundary as the Pakistanis call it) on the border between Jammu & Punjab in Pakistan was meant to send a message that this government would have no tolerance to any major violation & would respond at the place of its choosing. That message did help. There were some discussions when the two PM's met
(in Nepal) about when & how to restart contacts & the Peshawar attack in Pakistan was seized upon by Modi to make a new beginning. That went nowhere because either by accident or deliberately by some power that be, Lakhvi was suddenly granted bail & the whole atmosphere was vitiated. January saw GoI working on the Obama visit & having no diplomatic space for Pakistan. Once that meeting was done, GoI moved in mid Feb to restart the contacts officially with the SAARC yatra. What you are now seeing is a continuation of Modi's outreach which was briefly diverted both by the internal dynamics within Pakistan as well as the Kashmir elections. Gen. Mahmud Ali Durrani's meeting with Ajit Doval was part of a message being delivered by the Pakistani establishment that they are willing to play ball if they were treated with respect. That is why there is reduced tension at the border, the latest attacks not withstanding.
On topic, it wasn't a smart idea sending in V.K. Singh, especially coming just after the attacks in Kashmir. Even though he is a junior external affairs minister, a certain amount of thinking could have been put in & some other MoS be sent there. Maybe they wanted V.K. Singh there for pretty much that very reason, who knows?
