Sadly most of the things on your list can be easily procured from Indian companies. But the government is to stubborn to allow Indian companies get into the fray.

My wishlist.

Army:

More tavor and cornershot for special forces.
Javelin and NAG ATGMs for our forward PIVOT corps in the rajasthan and any armour suitable NE regions.

100 ODD LCHs with HELINA for our army aviation corps.
Fast track 145 lightweight howitzers for the mountain corps.
More infarstructure development in NE.MOST IMPORTANT.
A couple of s-400 batteries and SPYDERs for our NE airbases.
New artillery division for the NE.Mainly large amounts of prahar and brahmos misiles regiments.These should be given priority over pinaka and smerch whichw e already have in quantity.These have much longer range and will counter chinese tactical ballistic missile buildup in NE.

As for the artillery i am in favour of the current upgradation going on for upgradation of the bofors howitzers indigeneously and producing 400 more of the 155 calibre.
The rest of artillery for gods sake end the tender.1 standard gun,no multiple vendors.
Scrap the different tenders for SP and motorized artillery and make only motorized artillery.Give to french archer system.Motorized artillery is far more useful in mountanious regions,since cold start has not been implemented on paper SP arty is till now a luxury.

22-80 Apaches under army aviation corps to lead the lchs with longbow radars.Only a few should carry longbows.Otherwise uneconomical.Retire hinds.

Additional akash regiments all in the NE.All units in forward NE positions should be allocated double or even triple normal air defence.Especially airbases.

Onto armour.Need large scale reduction in the huge fuel consuming unweildy armoured force.Streamline it and make it more potent with gunships and ATGM support.
Scrap all t-55s and unupgraded t-72s.That will leave us with a 1000 t-90s which are and remaining should be fully equipped with
active prtection sytem iron fist/thales.Thermal imagers and new expolsive eractive armour packages.Basically t-90 m vladimir standard with israeli/french suites added.
And another 650 being home made.These should be made as we will need medium tanks in the shallow deserts.
Plus another 950 upgraded ajeya t-72 tanks.These will be progressively replaced by arjun mk2.
Immediately order 2more regiments of arjun bringing total upto 500.Later upgrade to mk 2 model.
Total should be around 1600 t-90m.Mobile element medium MBT.
1500 Arjun mk2.Heavy expensive MBT.

We should cut down our tank force to around 3000 well oiled machines rather than absurd 4100+ mostly obsolete machines.
Use the hulls of scrapped t-72s as platforms for mounting NAG ATGMs and add these to our tank formations.These mixed formations will be a great help in tank to tank duels with the great range of atgms.
Cut down total number of tanks.Increase force multipliers like Gunships army aviation and ATGM carriers for a more balanced combined arms co ordinated and lethal force.

Also standardize the man portable ATGMs used by ground troops infantry on 2 or 3 models at most.
Nag man portable version.Slowly make this the standard.
Right now we have too many versions and are buying too many versions.
Till then javelin and konkurs new versions will do.
Don't know why milan-2s are also ordered.Standardize and reduce logistics problems.

Thats it for the army.Next air force.

15 squadrons of 270 su-30 mki.Eventually upgrade to super-30 standrad upgrade.

10 squadrons of rafales.AESA.MICA variants.Strom shadow.Eventually get meteor.

10 squadrons of lca mk2.Point defence aircraft.Astra bvr and python 5 SR AAM.No need to go overboard and put aesa in these.Massive waste of resources.

From the rest of the 10 squadrons will be 3 of upgarded mig-29s,2 of upgraded mirages and 5 of upgraded jaguars.

These will then be replaced by FGFA and AMCA which is still quite far away.

6 phalcon awacs and 24 supporting DRDO awacs.Already air force has said this so i'm happy.

Fast track spyders for airbase defense.Replace pechoras.
Replace all remaining MR sams with akash.

2 things i left out in army.
For army field air defence.
Replace the huge number of obsolete sa-7 grail MANPADS with IGLAS.
All zsu-23-4s Retired.Best solution would be to make it all PANTSYR ADV force.But a mixed force of tunguskas and pantsirs protecting our armoured forces would do.
Pantsirs to replace the sa-8 gecko vehicles.

More airbases in the NE.Also 1st rafales go there.

Navy.

3 carriers.2IAC and 1 vikramaditya.

3 arihant class.Need to be replaced by new SSBN able to carry SLBM of AGNI-5 or higher version.

2 akula-2 SSNs.
12 scorpenes.
6 u-214/amur.
Retire kilos plz.

18 Frigates.

6 talwar class.
3 shivalik class.
9 p-17a class.

At least 3 of the p-17s should mount AEGIS that usa offers or similar system.1 for each CBG.With its size shivaliks are more or less destroyers.

8 Kolkata class destroyers.[7 is planned,since IN has currently 8 destroyers should maintain force levels]
At least 3 out of the late batch p-15b class kolkata destroyers should mount aegis like defence system.1 for each CBG.

Ideally we need 3 Heavy theatre air defence destroyers each with AEGIS type system and s-300/400 type naval variant air defence complex.1 for each battlegroup.If this is done then we will need aegis type systems in only a very few other ships.Perhaps just 1 more ship per CBG.

24 corvettes.Keep them at same number but don't replace only 12 with p-28s.Replace all.Since P-28s are corvettes only in name and equal in displacement to pakistani f-22p frigates and more heavily armed and also come with a ASW helicopter.24 of these will be a very strong force.

Retire all tu-142s.Right now plan is 12 p-8 poseidons and 12 tu-142s.Eventually go for 24 p-8s.Plus a few AWAcs and a couple of su-30 mki squadrons with brahmos on loan from airforce for naval maritime strike.

Thats it.

Sqdn strength of 45-48, relieves rafale, MKI, Mirages and proposed m35's for frontline offensive, also lets 27's and jags, concentrate on CAS for IBG's, and lets LCAmk2 and Mig 29 secure our own air space on both fronts
