What development can happen under threat of bomb and gun?

They will not allow Indians to come in.

They will not allow government institutes to be set up.

They will not allow private sector getting land to set up factories.

Government for Infrastructure projects like hydroelectric dams etc.

They are happy living on Indian dole. And throwing stones at the same guys who save their lives in floods and earthquakes.

The people can behave and stay. Or they can leave. Or they can fight and be killed.

it's true, a friend of mine whose father worked in NHPC (hydropower/dams) in Uri got a personally hand written letter from the terrorists who threatned to "sending his body back in many pieces" if they continued work.

and that's just one tiny example I cite from personal knowledge.

The threat was real, which is why they had a CRPF or CISF armed guard.

Project was completed, thankfully the jihadis couldn't do anything, my friend's dad is now retired and living safely away from jihadi terrorists.
