If you had been to school, you wouldn't be asking stupid questions.
This place was always there, before Sikhs use to come by paying Visa fee. Transport expenses, hotel charges.
Now they come for free or nominal administration fee. Administration fee is used to maintain the building and facilitate the visitors.
