This is ICJ, when the judgement is clear he can talk. The judgement is Pakistan must provide consular access to India.

The next phase starts when India argues the case and Pakistan defends its judgement.

What can be pros and cons of giving consular access to India?

as far as this judge well he has polluted the neutrality of the ICJ judges panel hence he should step down himself because in the final decision his decision could be biased and bases on emotions not merit

if we allow indians to meet him then Pakistan's interest and security could be compromised.
1) Assets identity can be compromised. Identity of those involved in counter espoinage operation involving kalboshan.
2) Many indians may still not be arrested but would be under surveillance for evidence gathering and activity minitoring may be compromised. For example, just 2 day ago BLA commander with links to kalboshan have been arrested.
3) India would know that what had been extracted from kalboshan, which means the information we have extracted would be of lesser use after such access is given.
4) India after meeting him would claim that he had been kidnapped from iran and start propaganda with it's big propaganda machines.
5) There is a reason spies are not given counselor access as spies can help you identify enemy spies he had met all around the world. Investigation of those men real identity will take some time and operation would be compromised.
6) He can share many more information like information about his local assets and friends which will help RAW re establish it's network.
more such cons are present in giving him counselor acces.

only good thing which we can get by giving him counselor access is Modi appreciation.
