Why? The engine, AESA radar, the weapons, targeting pod, data bus... should be the same that UAEs block 60s have, the new CFTs with refueling probe are developed and were shown during the trials in India last year, so what is left? The EW system could be new, but that's it mainly and that's exaclty the point! The F16IN is a customised version of the B60, with only slight differences and LM of course will not waste money for big further developments, cause the time of F16 is already up. That's why they combined the F16IN at the beginning with the option for F35 later, but now they understand that this doesn't work and offered F35 without F16 too.The biggest difference is that one is in production, and the other on paper. What is being flown to India is essentially the same thing as what has been developed for the UAEAF. It will give IAF an idea as to the rough capabilities of the platform which will eventually become F-16IN if IAF decided to go with it (without any ifs and buts, its the best of the bunch running first or second to the Super Hornet).
