Indian drummers expose Bangalore tax avoiders

The authorities in the Indian city of Bangalore are literally on a roll when it comes to recovering property taxes from long-standing defaulters.

They have deployed a group of workers to drum outside the homes and offices of people who have not paid taxes.

The aim is to shame defaulters into paying the dues that they owe.

Corporation officials said that they were using this unconventional and noisy method to recover taxes that have not been paid for years.

They say that taxes owed to the city corporation amount to nearly $40m (£25m).

"The taxes recovered will be used to help provide better civic amenities in the city," corporation Commissioner Siddaiah told the BBC.

Already a group of drum beaters has been seen in action outside office premises rented out by a multinational company.

The owner is alleged not to have paid taxes for more than three years.

"We made enough noise outside to draw the public's attention," Mr Siddaiah said.

"The more the noise, the more the embarrassment for the owner as well as their tenants," said one official.

"In a way, this is shock treatment."

Officials say routine notices that were sent out have been largely ignored by defaulters.

At a one upmarket home in the central district of Bangalore, the drummers were in action for more than an hour.

The agitated house owner rushed out to confront them but it did not stop them from performing.

It is alleged that the defaulter owed the corporation thousands of dollars in back taxes.

"I thought at first that it was a roadside drama happening. It is in a way a very crude method but I guess it will be effective," said Ms Nalini, a passerby.

Officials warned that if defaulters continued to evade their responsibilities, the corporation will be forced to seal off their properties.

Now there is a classy way to get people to pay their taxes! Can you imagine them turning up!! :police:

PATNA: Eunuchs in their usual makeup and sari, clapping and gyrating to dhol beats and even lifting their saris are no news.

Such a sight at the crowded Maurya Lok Complex here on Wednesday, however, does not belong to the category of commonplace.

For, the eunuchs, as 'agents' of the government, were out on a mission -- to collect municipal corporation dues from shopkeepers.



Needless to say, the mission was accomplished. They collected cheques and cash amounting to Rs 4.25 lakh from the defaulters in different localities on Wednesday alone.

In a flash, perhaps, they did what the army of tax collectors could not do in months.

"Tax jama karo. Hum sarkar ki taraf se bol rahe hain. Ghar-darwaza neelam mat karao," Pooja was yelling at the shopkeepers as other eunuchs danced and clapped. One eunuch said, "Our leader Kali Hijra was approached by the government and she drafted us for the job."

If some shopkeepers were shocked, others took it sportingly. Many of them hastily took out chequebooks, filled up the details and handed them over to the new-avatar eunuchs. Time for another round of dancing and clapping to celebrate the "victory".

PMC's New Capital division revenue officer Bharat Sharma, who accompanied the team of his new tax collectors, was all smiles. "We knew this drive will succeed," he said, adding it will continue.

Some shopkeepers were irked. "This is very objectionable," M Khan angrily said and added when the eunuchs arrived at his shop, the customers slipped out.

PMC commissioner Atul Prasad described the event as a big leap towards his mission to boost the civic body's revenue collection.

"You know, despite our routine efforts in the past, the number of defaulters kept rising," he said and justified the use of eunuchs for the purpose saying the public has a right to know who are the defaulters.

There are an estimated five lakh holdings under the Patna municipal area but only 1.75 lakh are registered from whom a sum of Rs 20 to 22 crore is annually recovered as holding tax.

If all the five lakh holdings pay up, PMC's revenue would shoot up to Rs 60 to 70 crore, Prasad said.

This is old tradition of people in karnataka...not a new idea..centuries old idea
first they had to take court order now they dont have to....

Sorry I don't support this type of activity. Its only shows the incompetence of Bengaluru Corporation as they cannot collect taxes in normal way as rest of the Municipal Corporations in the civilized world and had to resort to this type of cheap tricks.

I think you are referring to the court process of beating the drums before the bank seize the property of an individual who fails to pay back the loan amount.

No dude,this is a old method...
it was followed in village who did not pay kandaya(tax) ..it was called dangura (in kannada)
