Few observations on the Topic esp the Heading:
1. I doubt that a cabinet minister talks like a "rastey ka bhikhari".
2. If asking somebody to do/not to do something makes them bhikhari, then the whole pak establishment is a bhikhaari. Of course the tone wud change from "saar sarrrr" to "allah ke naam pe de de babaa", (which Pak is literally doing in front of IMF and other "birader mulks" these days.

Every country does, difference is that India is a net donor of aid i.e. gives more aid than it receives. While land of pure is net receiver.

Because they know they can’t as their economy has stagnated for more than 3 decades. While India in 5 years before the pandemic became 5th largest economy from 10th largest in 2014, and by the end of the decade India will be 3rd largest in both Nominal and PPP.
