Technically, once Kashmir issue is resolved. Kashmir can sue India in international courts for all the atrocities committed over the years. Which means if India fails to pay reparations, their assets and accounts can be frozen by International entities.

Do you think people today have it more difficult than people had ut during the colonial period or partition or after WW2 or the crusades.
