It was never just mobilization. Ask Xeric. There was regular fighting at local level. In one of the case whole battalion level command centre in P_O_K was destroyed by IA. India could not have said to the world community that there is a war going on albeit at lower levels and thus it was left at lower level to take revenge. India can never accept that IA men crossed LOC and there was an actual war going on even when the intelligence of western nations was aware. As that would have escalated quickly among jingoism by people on both sides. PA military guys know this thing.

You captured most of it (including areas 5 KM from Srinagar airport) before India got involved and then were pushed back. Attack na karte to you would have got all. But Jinnah lost his nerve and lost the best parts of J&K to India
