I think it was more the MTCR issue than russians. They did want to transfer the tech but the US threw in the spanner by bringing up MTCR restrictions.

No even the russians couldn't do much. India is not a signitory to MTCR.

But the good thing is that because of this experience India had increase it's R&D efforts and become self sufficient.

I'm saying MTCR does not allow for any such crucial tech to come down to us. So possibility of using any engine, first stage or not, does not exist.

The report only says about a rocket engine for rocket carriers . No clear specifications .

It is only the source in OP that talks about RD-810 as the first stage for ULV But it is a blog I guess .

They developed this all the way back in the 70s. We should at least try to develop something that can do half as much by the mid of the next decade.

I think GSLV MK3 will carry about 4 to 6 tons to GTO

There is nothing fancy about Cryogenic engine and semi-cryogenic engine .

We are making steady progress in both fields .
