You said cultural, language, religious differences are "hinderances" to meet educational goals. How am I to interpret that?

By hindrances I meant difficulties, for example, around 30% of Indian population are tribal..and those are thousands of different tribes with their own customs. It's a uphill task to educate them. But even those parameters are being improved.
