If India can build plan and build three sub-bases (Vizag/Varsha, Paradip/Chilka and possibly the new one near Kolkata) within about five hundred miles of Bangladesh border (all within the Bay of Bengal mind you), then Bangladesh definitely reserves the right to build at least one. All sovereign countries reserve the right to keep their sea lines of communication (SLOC) choke-points open and keep hostile or friendly subs/surface-combatants from entering their own waters and submarine patrols are part of that strategy. If Bangladesh buys subs (planned for the last two decades at least), then where do the subs go to refuel/replenish? India??

Jamaat is dead and most of the remaining aamirs/seniors of the party are under RAW payroll...Khaleda or her issues are incompetent and useless as political assets. Any military planning is simply insurance against unwelcome/unfortunate circumstances which has little chance of materializing. But we do have an interest in protecting our rights over our sea-lanes and over our fishery/mineral assets.

A few ugly border skirmishes also did not win friends in Delhi. Supporting ULFA or letting ISI operate locally wasn't a very smart move though.
