Both Countries have Catered areas for Tourists; Tienanmen Square for China and The Taj Mahal for India. The differences are in how much of each nations are catered to foreign travelers and tourists in general (in infrastructure, cleanliness, service from local stores, etc.)

The Rule of law is much stronger in China, and attacking tourists in Tourist areas maybe a lot hard to get away with in China, then in India where the police have their work cut out for them. Its not like Crime patrol where they can solve a case and end with a moral lesson to straighten the people out, all in under 50 minutes.

Expanding the "Tourist Bubble" to cover more parts of a city as they do in Europe and America as well as South East Asia (Such as Thailand and the Philippines) would benefit Indian Tourism.

This is true as well. Confucius culture does play a large part in people suppressing their behaviors for the benefit of society. China is also more homogeneous ethnically and culturally, especially along the eastern provinces. Also unemployment is lower in China, and people have to work to keep up with the cost of living. While many more young men, in India for example are having hard time finding work. They too suppress their desires, as manners are also part of Indian culture, but some men crack and give in to their desires when they either feel helplessly frustrated or on the opposite spectrum, when successful grow arrogantly chauvinistic. The Multi-Ethnic and Multi-Cultural mix, especially in cities increases the anonymity factor and emboldens the already idle or arrogant horny man. The current "chaos"(unplanned, under managed, something like that), for lack of a better word, in many Indian cities, makes tourism there unappealing or limited to the postcard sites of Agra and the like.
