If India had access to precision guided weapons in the USAF arsenal they could end Kargil style incursion in 24-48 hours. Right now India can get those weapons. Right now Pakistan will not get access to those kinds of weapons.

BTW if you are claiming Pakistani army had nothing to do with Kargil it is fine with me. I guess those intruders were from Mars

Nato with huge budge unable to defeat Talibans and we with in two years Eliminated terrorism from Pakistan and there hideouts
This is one of biggest achievements of pak army with limited budget
