China is already building Highspeed railways to connect all of Asia and central Asia -- The New Silk Road.

And atlast u had to use the phrase New silk route . Just google from did it originated.
btw, Aksai Chin is not part of China. Even they have agreed to that. They are occupying it to keep the border issue unsolved.

That's because we are a democratic country. Not any barbaric dictator regime where govt. roll over military tanks over innocent students or fire bullets on monks.

In India if land owner don't want to part away with their land they protest (as its allowed in democracy) or they approach court. Then govt. have to explain the need of that land and also raise the compensation.

Many times court don't agree with govt's divisions.

Then their is the environment clearance that is mandatory in India.

These 2 factors are responsible for over 90% of delays in the construction.
