Defence Acquisitions Council (DAC) chaired by Defence Minister Manohar Parrikar as cleared proposal of Indian army to issue tender to procure 428 anti-aircraft guns to replace vintage Swedish firm Bofors made L-70 and SSR’s Podolsky Electromechanical plant made Zu-23mm anti-aircraft guns .

In 2013, then Indian Army chief General VK Singh had raised the issue of obsolescence of air defence systems in this letter to the Prime Minister. the letter claimed that 97% of the air defence guns were facing obsolescence.

Later in the same year, the government had issued a tender for the guns to Israeli, British, French, Russian and Polish firms. The tender was cancelled in 2014 because none of the firms responded as they did not find the contract lucrative enough.

Under the new process, foreign firms need to partner with Indian companies to manufacture guns in India and certain offset clauses have been relaxed to encourage maximum response to the new tender. Army requires that the guns have the ability to engage air targets at a range of at least 4,000 meters and be capable of firing 1,000 rounds per minute.

According to sources close to idrw.org Larsen & Toubro, Bharat Electronics, Tata Power SED, Punj Lloyd, Ordnance Factory Board and Bharat Forge have expressed their interest in partnering with International defence companies to produce this guns in India under Prime Minister Narendra Modi’s “Make in India” initiative in the defence sector.

Defence ministry has initiated process in upgrading the capabilities of the Army Air Defence (AAD) and earlier this year in March Indian Army inducted the first batch of Akash surface-to-air missiles (SAMs) system which have an interception range of over 25 km in all weather conditions.

Army has initially ordered two Akash regiments, with six firing batteries and hundreds of missiles each, for around Rs 14,180 crore.
