NEW DELHI: India, which is racing to upgrade its military, is likely to hand out a 12-billion-dollar contract for 126 fighter jets by July 2011, the country's air force chief said on Friday.

Six global aeronautical companies are in a dogfight to grab the deal to sell 126 Medium Multi-Role Combat Aircraft (MMRCA) to the Indian Air Force, which is also shopping for up to 270 Russian-designed Sukhoi war jets .

"We had submitted the MMRCA report with the defence ministry on July 30 and if everything goes of well, then the contract should be signed by July 30 next year," air chief marshall P.V. Naik said, the Press Trust of India reported.

India issued the request for proposals to the six short-listed firms in August 2007 and the long-awaited trials of the aircraft competing for the world's most lucrative fighter jet contract began last year.

US-based Lockheed Martin, offering F-16, and Boeing's F-18 "Superhornet" emerged as the front-runners following the gruelling trials, industry sources have said.

The European Aeronautic Defence and Space Company has offered its Typhoon Eurofighter and French Dassault, which constructs the Mirage, has put forward its Rafale.

Russian manufacturers of the MiG-35 and MiG-29, as well as Sweden's Saab, which is hawking its Gripen fighter, are also in the running for the biggest fighter jet contract in 16 years.

The contract includes the outright purchase of 18 fighter jets by 2012 with another 108 to be built in India.

India would also have an option to buy 64 more such jets.

Air chief marshall Naik's announcement came a day after Moscow and New Delhi unveiled plans to co-develop 250-300 advanced stealth fighter jets for military technology-hungry India.

Aviation experts say the 30-ton Russian-designed planes could cost up to 100 million dollars each.

There is a Russian proverb: 'Don't buy the house, buy the neighbourhood'. Moscow put this to good use during the Cold War, buying large tracts of political real estate around the world, using violence and trade deals as currency, and pretending it was ideology.
Twenty years after the war ended Moscow's housing stock has dwindled but the legacy of its portfolio still reaps benefits. An example comes this week with the official announcement that India will buy up to 300 Russian Fifth Generation stealth fighter jets in a deal worth $30 billion dollars - the biggest in India's military history.
During the Cold War India bought its military kit off the shelf from Russia. About 75% of equipment still comes from that source although India has a growing domestic defence industry. The Americans have long sought to peel Delhi away from Moscow but this deal shows it has had limited effect. Next month President Obama will show up in Delhi hawking a much smaller military transport deal.
The Russian contract shows us the scale of India's intentions and capabilities notwithstanding the serious blow to its reputation as a modern nation dealt by the fiasco that is the Commonwealth Games. At the moment they have enough MiG-21 Soviet era fighter jets to make it look as if they have a formidable air force, but the MiG has no place in the future wars and arguably no place in the present given that its nickname is 'The Flying Coffin' due to a dismal safety record.
The Pakistanis will be nervous about the Russian deal, but India is spending big bucks not so much with Pakistan in mind as China. Delhi is building a range of military bases along its northern border to prevent incursions and the fighter jet deal will give it a deterrent threat capable of making the Chinese think twice about aggressive moves.
Such has the world changed. The big players are playing, and India is among them.

India will buy 250 to 300 advanced fifth-generation stealth fighter jets from Russia over the next 10 years, Defence Minister AK Antony has said.

Fifth-generation aircraft are invisible to radar, have advanced flight and weapons control systems and can cruise at supersonic speeds, officials say.

Mr Antony told a news conference in the Indian capital, Delhi, that Russia would also supply 45 transport planes.

India is a top buyer of Russian weapons and the two countries have strong ties.

"We have a 10-year programme and it is quite challenging (but) we have very good experience in military co-operation," news agency AFP quoted Russian Defence Minister Anatoly Serdyukov as saying at the conference.

The deal, which could be worth up to $30bn, is believed to be the richest in India's military history.

The agreement is expected to be signed when Russian President Dmitry Medvedev visits India in December, officials say.

This is potentially a huge deal, which could dramatically increase India's military capabilities, the BBC's defence and security correspondent Nick Childs says.

The two sides have been in talks for some time.

The fifth-generation stealth fighter is currently being developed in Russia and the prototype flew for the first time earlier this year.

At the moment the United States is the only country that has a fifth-generation stealth fighter actually in service.

i am having serious doubts now, first they managed to get the american engines selected and now they are spreading rumours of having F-16 and F-18 as font runners....

i hope indian govt and babus have not fallen for american carrots.......atleast we should leave some deals for europeans in our defence market.....no good news for them yet....

by giving mmrca deal to europeans we can have all our fingers dipped with influence capability as well.

Bro. to be honest there is no American, european, Russian here. I think its business.GE engine had a reason to win, because that is the engine which will offer less shanges to LCA airframe, EJ could have been better for long run here.

Though there is a controversy as to selection of GE over EJ I will say lets remain optimistic.

MMRCA will go to some one, whoch is capable. IAF is the shortlister here and GOI is teh decision maker, Iam sure when IAF will shortlist Rafale, F-18 and Gripen. Govt will choose onee of them.
