So a person from state level apparatus is not invited and India doesn't turn up. Ok. The commonwealth is bigger one nation, the meeting should go ahead.

India has no authority to dictate Pakistan.
Actually Pakistan has no authority in this case to decide whom to invite and whom not. There will be another time for printing invitations cards, not this one. It is CommonWealth and Pakistan's role is limited to only playing the host here.
Why did Pakistan not object to the same speaker from J&K when meetings were held in Toronto or Srilanka ?

J&K is dispute.. so, can't be called.

Pakistan has joined before and held meetings together with speaker from J&K, last year, the year before, the year before...Only difference, they were not held in Pakistan.
So, Common Wealth has got nothing to do here, but it got hampered nonetheless because mixing to totally unrelated issues together.

If that is indeed the case then he should be invited. Has India held a commonwealth meeting yet? I'd be interested to know if the AJK representives were invited, although I'm not sure if they take part in such events.

Thank you Bangladesh and Sri Lanka for siding with us.

53rd CPC was held in India, 2007. No cases of rejecting delegates there.

I just got the news, that it's not only that, Indian parliamentarians, including the speaker from J&K had earlier voted for a Pakistani delegate to be the chair person in one of the meetings.
