NEW DELHI: As the Chinese President tours South Asia, India and Vietnam are furiously working towards finalising modalities for the $100 million line of credit to purchase patrol boats, which would inevitably be deployed in the disputed South China Sea.

If finalised, this would be part of Vietnam’s planned expansion of its Naval capacity, a direct outcome of China’s increasing assertiveness, which has led to several high-sea confrontations.

In a diplomatic twist, while Chinese president Xi Jinping arrived in Maldives on the first leg of his South Asia tour, President Pranab Mukherjee reached Vietnam on Sunday evening. Later this week, Mukherjee will play host to Xi at Rashtrapati Bhavan.

India had offered the $100 million line of credit during Vietnam Prime Minister’s visit last year. But the negotiations on the terms and conditions are still under way. “We will be discussing the modalities certainly and will see if we can finalise it during the visit,” said a senior government official.

The credit will be used to buy about ‘four or five’ patrol boats, urgently required by Vietnam to man its maritime border. In fact, last month, Japan had also pledged to provide six used vessels to support Vietnamese Coast Guard.

In between, President Pranab’s Vietnam visit adds another layer to September’s busy schedule-- demonstrating the complex geopolitics of the region.

Vietnam has been steadily implementing its plan to have a credible Naval deterrent-- with plans to buy six kilo-class submarines from Russia. India has a role even here, with 500 submariners for the new fleet to be trained here. The first batch of 100 are already undergoing training in Vishakapatnam.

As a small nation, Vietnam has always been interested in getting more outside countries to be involved in South China Sea issue, which flared up this year after Beijing set up an oil rig in waters claimed by Hanoi. There were several high-sea hijinks, with Vietnamese CG vessels coming off the worst in the confrontations.

During this visit, Vietnam and India will also sign a letter of intent for two additional offshore blocks. While the location of the two have not yet been notified, sources indicated that New Delhi had no compunction to take them up even if they fell within Beijing’s nine-dash line. The previous two blocks, for which contract has been renewed by a year, had also fallen in areas claimed by China as part of its historical footprint. India has a clear position on South China Sea that all territorial disputes should be resolved under international law, which means the Law of the Sea convention, which is not favoured by Beijing, will be followed.
 
With India doing what it is doing with Japan, Vietnam, Australia etc, the Chinese may be getting really pissed off, but not publicly.

well, chinese incursions into your territory are to test your reactions and your resolves similar to their deployment of oil rig into our eez water. we have seen repeatedly this conduct in the south china sea, military exercises or civil patrols close to the shores of Indonesia, the Philippines, Malaysia, and Brunei.

and one of chinese tactics: low level provocations. chinese test how far they can go and take booty if nobody protests. we can expect more from this conduct in the future. all is with the aim to control the south china sea. be prepared.

thats wrong.even when India didn't engage with these countries,that kind of "Scuffle" happened several times each year.its better this way.let them come and erect tent.we should engage with other countries to counter China's move.you have to make understand bully a point,you've to take bold actions.

as for military buildup,,Vietnam is a emerging sovereign nation,,so its there prerogative.
 
This is good for peacefulness in Asia.We should remind them that tenting in our border is not a bright idea .Since we have a lot of other options like this.

ahemm... we are a sovereign nation, and a emerging naval power. for the latter we need more muscles.
look at the recent chinese action:

when the chinese clowns deployed the oil rig into our water, to protect the rig, they sent an armada of about 130 vessels including warships, transporter ships carrying anti-aircraft missiles, not to mention patrol aircraft and air con. Plus a armada of steal fishing boats to ramm our patrol and fishing vessels.

understandably we hate them and need some sticks aka more patrol vessels and warships for the next encounter.
 
China is just unstoppable, Indians stop dreaming of getting China's benefit like 200 billion investment while playing tricks behind China. Indians just feel confident in front of a smaller country like VN, but in fact Indians are just insecure, they are long for recognition. Actually Indians can't get anything by allying Vietnam but vanity.

We are not insecure chen. We are merely supporting a country smaller than yours, so they can resist your bullying. You are fast losing out on friends in immediate neighbourhood. you should worry about that.

don´t listen to Edison Chen. from man to man, from chinese to viet, there is no problem at all. we both can go a pho restaurant and have a good time. but if it comes to politics, it becomes ugly.

take my words: if you helps us to become a naval power, India will get a share :smokin:
India national security will increase if Vietnam gets stronger at sea. the 200 billion investment is a trick.

Yeah okay, you do a lot of business with the U.S.A, at the same time maintain very close relations with their enemy NoKo.
Hell you even do a lot of business with south Korea, and still have relations with NoKo.

You also prop up Pakistan, supply them with nukes and missiles and other goodies, while they train insurgents for uighurs, and now still want to invest here in India.

Hypocrisy much?
Relationships are not black and white.
 
We need to come good on this. This is a very I repeat a very important step in our foreign policy in the next 10 years.

We need to make some good boats.
