Does this means that India is making a promise?

India Navy/military in Indian Ocean and Andaman and Nicobar Islands would observe that international shipping including China shipping be free to pass in said region unhindered?

There is no treaty bound "obligation", if that's what you mean by promise.

But increasing capabilities will be developed to keep the sea lanes to Japan and Korea, via SCS, open, when necessary by force.

Support means that there would be more frequent naval deployments to SCS; naval exercises with Japan and ASEAN nations, who share our interests in keeping the sea lanes open.
