Actually, armies do that all the time. It's called a prisoner swap, and it was very common during the cold war.

In cold-war era , spies caught by enemy were part of prisoner swaps.
Spies for spies & Soldiers soldiers for or POWs as a swap.
But I dont know any event where Soldiers are/were swap for civilians unless you want to point out one. After all these posts I hope you can
