ISRO successfully launched its fourth Navigational satellite, IRNSS-1D at 5.19pm IST from Satish Dhawan Space Centre, Sriharikota, today(March 28, 2015).

The Indian Regional Navigation Satellite System(IRNSS) would have seven satellites, out of which three(IRNSS-1A,1B,1C) are already placed in orbit and three more(IRNSS-1E,1F,1G) are supposed to be placed within 2015(but you can expect a minimum of 1 year delay as it is an Indian project--not blaming ISRO though, they are the most efficient Indian organization).

IRNSS is an autonomous regional satellite navigation system being developed by the Indian Space Research Organization (ISRO).
Its Coverage would be, 1500–2000 kilometres (930–1,240 miles) around Indian landmass.
Accuracy: Less than 20 metres over the Indian Ocean region and less than 10 metres over mainland India.

Please provide the source of info and date, time,location of launch.
As highlighted above, what makes you assume about the delay being an Indian project? We are still in the first quarter of 2015.
