If it can carry 14 missiles it should have 14 silos ......

Arihant is said to have just 4 silos .......
 
Operational range 700 km @ 1,000 kg and 1,900 km @ 180 kg
For 700 KM it can apply 8 MIRV but I am not sure for 1900KM.

You cannot just shove in MIRVs like this on a Quasi-Ballistic Missile. The warhead section never re-enters the atmosphere and so the multiple warheads cannot be independently guided to separate targets. Besides, the diameter is too small (0.74 m) for Multiple Warheads on the same bus.

I don't believe that this range variation is practically possible for a missile like Shaurya/K-15, specially because its flight altitude is too low. It may work for other ballistic missiles.
