My friend the OP is saying the same If India has the money to buy Russian weapons than why is UK paying it. India should divert the missile money to the poor people.

It is like saying why you need army, navy and airforce. Indian government has already indicated in no uncertain terms that they don't need the aid. It is the british people willingness that this aid is being sustained. Their foreign aid is less than 1% of their GNI.

I noticed that no where does the article say anything about giving aid to the Indian government. In the debate that was posted it was mentioned by one of their MPs that they are funding the NGOs based on their recipient needs with specific goals in mind. OP is saying that British should not help Indian poor people and he does not care for the poor.
