BTW, if indian intelligence can not find a better reason to arrest one of U.S. diplomats, they must all be idiots.

One simple reason for you to get one of them arrested: "prostitute"... consider U.S. diplomats' foreign performance...

I believe the phrase you're looking for is, "tit-for-tat". Arbitrary arrest is not a tit-for-tat move, as the arrest of the deputy consul wasn't arbitrary.
