India Sinks Lower in Corruption Index

Corruption in India is perceived to have worsened over the past year, according to a new study released by Transparency International, a Berlin-based anticorruption group.

On Transparency International’s latest corruption perception index, India scored 3.1 on a scale from zero to 10, where anything below five is bad news. “It’s not a good score at all for India,” Rukshana Nanayakkara, acting director of Transparency International’s Asia Pacific division, said in an interview. Last year, India scored 3.3.


The study brings together recent data from a variety of sources, including business surveys and country experts, to assess the overall extent of graft in 183 nations.

India ranked 95th in the list – way lower than China, Asia’s other major fast-growing economy, which scored 3.6 points and ranked 75th. Of the BRIC economies, India only did better than Russia, which ranked way down at No. 143 with a score of 2.4. In the South Asian region, India did worse than both Sri Lanka (No. 86) and the tiny Himalayan kingdom of Bhutan (No. 38).

Big corruption scandals, above all the Commonwealth Games and the 2G telecom scam, together with petty corruption contributed to India’s low score on the rankings, Mr. Nanayakkara said.

But it’s not all bad. One reason why corruption in India is perceived to be getting worse is that more and more people are willing to speak out against it. The urban middle classes, who are exposed to episodes of bribery more than most, have become “a lot more outspoken and much more intolerant of petty corruption,” Mr. Nanayakkara explained.

Anna Hazare’s mass anticorruption movement, which riveted the country over summer, tapped into this pent-up anger and pressed the government to push through powerful anti-graft legislation. A draft bill to set up a Lokpal, an anticorruption ombudsman, is expected to be reviewed in the current session of Parliament.


While Mr. Nanayakkara welcomed structural reforms like the Lokpal to curb graft in the country, he said they were not enough. He pointed to India’s Right to Information Act, which has allowed citizens to uncover episodes of corruption in the public sector. While he praised it as one of the best laws of its kind, he said not enough has been done to guarantee the safety of those who invoke it. Attacks against RTI activists are alarmingly common, and likely discourage many from using it.

In Transparency International’s index, India still did much better than Pakistan (No. 134) and Nepal — the South Asian country where corruption is perceived as most widespread — at 154. At the very bottom of the list were Afghanistan, Myanmar, North Korea and Somalia, which fared worst of all. There were no surprises at the top of the chart, with New Zealand ranking first followed by a string of Scandinavian countries – Denmark, Finland and Sweden.

It is because more corrupted people caught thanks to media, RTI and police. Unlike older times where people know nothing about those people who are corrupted

CPI does not take into account of legalized corruptions. In Western countries, politicians often collect generous campaign donations from the wealthy to keep them in office. In turn, they push through laws/regulations that are beneficial to the rich, but harmful to the average man. The corporate elites pull the strings in politics, while politicians put on a show for votes comes election time. Don't know about you, but I live in Canada. I have never seen or even heard much from my federal MP or provincial MLA except an election is near.

Essentially, CPI is a measure of how people perceive their government to be. Generally people in Western world have this holier-than-thou attitude about their political system being better. There is nothing more hopeless than those who falsely believe they are free. Really, vast majority of people in the world are being played like pawns by elites in their country. Same thing is true in China, in India, or in United States.

Sooner people realize the bullsh*t, the better.

This is corruption perception index - perception.

Perception has been impacted due to the multiple scandals that were exposed and the worldwide publicity anti corruption campaign of Anna Hazare received. This was expected. Everybody in India is talking of corruption.

We can hope this attention makes things better in REALITY though. More vigilence, better laws and hopefully voters voting on the basis of merit and not caste and creed - the last being the toughest. Lets hope some progress is made, perception notwithstanding.

There's different levels of corruption. In places like the US, the high levels are incredibly corrupt (governors and above), but the lower places are OK. As much as I hate to admit it, you don't have to pay a bribe to police in the US or to teachers.

In China, its the opposite. The high level is pretty clean, but the bottom is insanely corrupt, and eventually the corruption will get to the top level unless we clean house. In the past, we had to bribe preschool teachers, enough said. The education system got alot cleaner in the past 10 years. Police have gotten less corrupt.

I've heard that in India, academic corruption is still widespread, and so is police corruption.

The difference between good and bad politicians is the good ones don't screw the people too hard, and actually get something done. To expect anymore out of scums, oops I mean politicians, is just naive.

Guess what governments are made up of? Talking about cleaning up government without cleaning up politics is like constructing a building without foundation.

There are some lower level central government officials who are not ****** rich lke Li Yuanchao. It isn't sparkling clean like in Norway but they're not absolute kleptocrats like in Congo or Philippines.

By that standard, the US is even more corrupt, because our NPC is not all millionaires, but the average Congress member is a millionaire. The price for a senate seat in the US is 2.3 million dollars. There are no poor presidents. You cannot win political office in the US without being the puppet of the bankers, the corrupt bureaucracy and the military.

US federal government employees individually make 7 times the wage of a typical American, or 3 times the annual salary of an entire American family.
