'India should enhance defence ties with Vietnam’

New Delhi: Ahead of Vietnamese President Truong Tan Sang's visit here next week, several security experts and former diplomats on Friday favoured deeper strategic ties, particularly in defence sector with the South East Asian nation.

Addressing a workshop on India-Vietnam Cooperation, former foreign secretary MK Rasgotra sought stronger "security dimension" between the two countries, identifying Vietnam as a key player in the South China Sea region.

Former deputy national security adviser Leena Ponappa said India's relations with Vietnam are a "partnership which is more than China" and are is based on "shared mindset".


Noting that energy security was key to India's future, she said Vietnam is a "phenomenally productive country" and India must enhance cooperation with it in various areas, including defence sector.

These suggestions were made amidst controversy over oil exploration by India in Vietnamese oil blocks in the South China Sea with Chinese authorities raising objections claiming that it was their area.

However, the claim was rejected by both India and Vietnam saying as per the UN the blocks belong to Vietnam.

Seeking deepening of defence ties, particularly in maritime security sector, security expert C Raja Mohan said India could even help Vietnam in space technology and in the civil nuclear field by enhancing capacity building.

All the speakers said South China Sea was key for all the countries in the region and Vietnam having a coastline of 3,100 km is nation from security point of view.

Raja Mohan said China is apparently wary about a proposal to sell Brahmos missile systems to Vietnam by India.

Vietnam's capital is 150km away from our border, we surrounded it within a week without using air force and navy in 1979.

China treats its neigbouring smaller countries like your pets/junior states while India respects them as equal sovereign countries thats why they are friendly with us and fearful of china!

By 2014 India on it's own will have many of lagging projects completed to act as deterrant to yankis.

let me remind you one thing: in 2014, india's gdp per capita is expected to be $1500, that is 1/30 of yank's.

Are you saying that is how the Chinese govt. is going to react to India-Vietnam relationship?
Well,for your information,India has good relations with Mongolia as well and has recently inked defence pacts.India also has friendly relations with Kazakhstan and operates air base in Uzbekistan.What is China going to do? Invade them all?

Vietnam President on India visit next week​

It’s a relationship that appears to be going from strength to strength, perhaps to Beijing’s discomfort.

So less than a month after India’s foreign minister S.M. Krishna was in Hanoi on a bilateral visit, New Delhi is now readying itself for the arrival of Vietnamese President Truong Tan Sang, who will be here next week.
The visit is being seen as an important one given the close ties between the two countries which were described as “acquiring momentum, greater depth” by India’s foreign ministry spokesperson as recently in September. Indeed, in 2007 the two countries had inked a strategic partnersip agreement.
And with India’s firmly focused on its “Look East” policy, Vietnam was described as an “important pillar, a vital pillar, a key pillar” of this policy by the spokesperson.
Apart from the growing strategic and defence ties, trade between the two countries too is burgeoning. It’s grown by five times in the last six years. The target for 2010 was two billion dollars but the actual trade during 2010-11 was much more at 3.65 billion dollars.
The Vietnamese President’s visit also becomes all the more important given India’s strategic and security interests in the region and particularly the South China Sea, the vast expanse of water over which the Chinese have claimed “indisputable sovereignty”.
Chinese muscle-flexing over its claims on the South China Sea saw an Indian amphibious warship, INS Airavat being contacted by a Chinese warship through an open radio channel, external affairs ministry officials here maintain there was no “confrontation”.
September also saw Beijing needling New Delhi over the oil exploration work in two oil blocks being done by ONGC Videsh Limited (OVL) in the South China Sea just days ahead of Mr Krishna’s visit to Hanoi.
India, whose increasingly cooperating with hanoi in the areas of energy and hydrocarbons, however, chose to ignore this warning maintaining that the oil block were in Vietnam’s territorial waters.
With Vietnam having a coastline stretching over nearly 3,000-km along the South China Sea, what is does vis a vis its claims over it is crucial to the security politics being played out over claims on it, say foreign policy experts.
As foreign policy expert and JNU professor C. Rajamohan said during a discussion on `Natural Partners: Building India-Vietnam Strategic Cooperation’ organised by the ORF Foundation on Friday, “China has disputes with almost everybody in the Spouth China Sea be it Vietnam, Indonesia, the Phillipines, Japan.” And he feared that these disputes will only increase.

Sticking to the topic, I think we must also attempt to invite Khmer and Laotian leaders as well in sequence. Vietnamese are a critical pillar in our strategy and the only equally Russia-friendly and India-friendly nation in strategic terms there. Though others don't share animosity with us, they aren't too strong either. Vietnamese and us face the same problem. Time to upgrade relationship from goodwill visits to strategic, technological and military levels.
