For China, there's no arms race with neighbors like Russia, Mongolia, Central Asian States, North Korea, Nepal, Pakistan, Myanmar, etc. Now for india, japan, Philippines and vietnam, if you combine the gdp of those four countries, it's less than 10 Trillion USD while China's gdp alone is bigger than 10 Trillion. In an arms race between China and india, india simply has zero chance to be able to compete with China. And in times of war, india even with the help of all its allies will rightfully be defeated, humiliated and spanked by China in the end.
