India plans to buy military aids worth $100 billion
New Delhi, Aug 3, DHNS:

India plans to purchase military equipment, including fighter planes, warships, helicopters and artillery guns, worth $100 billion in the next ten years, which would make the country one of the world’s most lucrative arms markets.

The whopping purchase order would benefit the Indian defence industry in a big way because of the inflow of $30 billion (Rs I.5 lakh crore) as offset in the industry, officials informed the Parliamentary Standing Committee on Defence that submitted its report on Wednesday.

Under Offsets policy—a provision in the military procurement policy—if the government wants to purchase any military equipment worth more than Rs 300 crore, the supplier will have to re-invest 30 per cent of the contract amount in Indian defence, homeland security and aviation industry for the growth of the domestic industries.

Incidentally, while the 2005 policy envisages 30 per cent offset, the government hiked the its limits to 50 per cent in India’s biggest defence deal —$10.4 billion race to buy 126 medium multi-role combat aircraft.

The offset policy is in existence since 2005 and has been refined over the years now.
The Defence Research and Development Organisation (DRDO) had benefited from the offset policy in the recent past.

Offset amount

As India plans to buy 10 heavy-lift C-17 Globemaster aircraft from the US aviation major Boeing for Indian Air Force at a cost of $ 4.1 billion, the offset amount comes down to about $1 billion, which roughly translates to Rs 4500 crore.

Almost half of the offset amount—about $500 million—is being used to purchase equipment to set up a new high-altitude engine testing facility under the DRDO, which now goes abroad for such tests.

In addition, equipment worth $ 300 million are being brought to establish a new wind tunnel facility for testing missiles and fighter aircraft of the future, a defence ministry official informed the House panel.

we need to build more infrastructure for our defense industry and what not procure what we need to procure but use the offset money to build up an indigenous base so next time we can just make it at home

The offset policy i think is the most intelligent idea given by the defence policy makers in the last half century

you are right , we are wasting a lot of money in buying foreign technology , we can use the same money in devoloping our own resourses and technology , companies like beml and drdo should be provided with more funds and told to work on some ambitious R&D projects. another cause of concern for me is that when there is a lot of money involved there is a equal possibility of high level corruption during the procurement of these weapons, i just hope that it does not turn out to be another bofors, cwg or 2g like scam , right now we have honest men like anthony in the office , hope that the defence ministry will be administered by honest men.

yes the offset policy is a very good thing and very intelligent at least then we get something out of a buyer seller relationship

i think we should split the DRDO labs and combine them based on they're field of research into private or state run companies for example like aerospace HAL is a manufacturing giant the only thing they can really design and make is helicopters ADA NAL and all the DRDO aeronautics labs should be merged together to make 1 giant national aerospace firm similar to Boeing and UAC that can make fighters, bombers, UAV's, transport aircrafts, airliners ,etc

each lab of the DRDO serves a specific purpose and whatnot we should just make private or state run companies out of the labs another example is giving all the Electronics r&d labs to BEL, then BEL would be able to design its own radars EW suites avionics AWACS etc while at the same time being able to manufacture them similar to companies like Elta, Northrop etc

the GTRE can be merged with BHEL so they can design and manufacture after burning turbo fan engines and marine engines used on ship similar to General electric, Snemca, pratt and whitney etc

you guys get what im saying right?

moscow: Indian naval aviation has acquired new teeth with induction of nine MiG-29K carrier-borne fighter jets from Russia with an extended range of 3,000 kms and capable of firing air-to-air and air-to-sea missiles.
The Russian MiG Aircraft Corporation has delivered the second batch of five MiG-29K fighter jets to the navy, to add to its four, for which it has raised the new "Black Panthers" squadron.
India along with Russia, the manufacturer of the naval fighter, are the only countries to have acquired these fighters, which will be deployed on the INS Vikramaditya (former Gorshkov) aircraft carrier, under re-fit in Russia.

The newly acquired Russian carrier-operated MiGs are considered to be far superior to Indian Navy's current Sea harrier jump jets.
Under the Gorshkov aircraft deal inked between the two countries in 2004, Russia is to supply 12 single-seater MiG-29K fighters and four two-seater MiG-29KUB trainer-cum-combat jets.
According to a MiG release first of four MiG-29Ks and MiG-29KUBs delivered to India have been formally inducted by the Indian Navy's "Black Panthers" squadron in February 2010.
MiG Corporation has also delivered flight simulator and other technical equipment to the Indian Navy.
In March 2010, Russia and India signed another $1.5 billion contract on the supplies of 29 additional MiG-29K Fulcrum-D carrier-based fighter jets and the deliveries are scheduled to commence next year, about the time Moscow is expected to deliver retrofitted Gorshkov aircraft carrier after serious delays.

it would be better if we have private/public design beuros which will compete with each others.

lets have two more orgs like DRDO.

for example, mil and kamov.
