The manner in which India and Pakistan have pursued atomic weapons has "upset the balance of nuclear deterrence", Secretary of State Hillary Clinton on Saturday said, asserting the US is working hard with both countries to try to limit their number of nuclear stockpiles.

"There are three pillars to the Non-Proliferation Treaty. One is disarmament, one is nonproliferation, and one is the peaceful use of nuclear weapons, the peaceful use of nuclear energy for civil nuclear purposes," Clinton said in her speech on nuclear non-proliferation at the University of Louisville.

"So the United States will continue to demonstrate its willingness, in concert with Russia, because we have so many more weapons than any of the other countries -- you know, by a very, very big margin," she said in her speech on 'No Greater Danger: Protecting our nation and allies from nuclear terrorism and nuclear proliferation', in Kentucky.

"Other countries that have pursued nuclear weapons - like India and Pakistan, for example -- have done so in a way that has upset the balance of nuclear deterrence," Clinton said.

"And that's why we're working with both countries very hard to try to make sure that their nuclear stockpiles are, you know, well tended to, and that they participate with us in trying to limit the number of nuclear weapons. And both of them will be in Washington next week," she said.

Prime Minister Manmohan Singh would represent India at the Nuclear Security Summit next week convened by US President Barack Obama, which is being attended by more than 40 world leaders including Pakistani Premier Syed Yusuf Raza Gilani.

The problem with India and Pakistan is the speed with which any situation can lead to a nuclear flash point. In the height of Kargil warfare, the Pakistan and Indian leaders were speaking of nuclear conflict and daring each other.

In another thread, the mad race of number of nuclear weapons with India and Pakistan was debated. This sense of strength by amassing a huge nuclear stock pile is stacked against the people on both sides.

Problem is US and Russia don't share a border neither do they have a boiling territory problem like Kashmir.

I am hearing this from the only country which destroyed two cites with nuke attacks and have second largest nukes in the world much much more than rests.

Israel is neither a dejure (like the P5) nor a de-facto (like India-Pakistan) nuclear power. It has neither denied nor confirmed that is has nukes. It has not signed the NPT. Just being smart I guess.

Clinton political family are hypocrites.

I can only reply : In American logic, only USA can have nuclear weapons, any other state should have no this right.

it is a preferantial treatment when Israel is givrn the card blanche on every thing they do, and that also include Nuclear weapons.

Clinton's statement has hypocrisy written all over it. A country (the only, I might add) that has itself used nuclear weapons before, has no right to preach.

Secondly, it is America and the Soviets that started the atomic arms race in the first place. I am sorry, if you set the precedent, you have no right to complain because then you contradict yourself. Blaming others is one step short of lunacy.

Coming to the NPT, Americans 'proliferated' technology to Israel and who knows where else. And yet they say India-Pakistan upset the balance. And if you say that Israel has not 'confirmed nor denied', well, seeing how heavy handed it is (note Palistine last year and Lebanon before that), it is rather obvious.

Third, a country that is engaged in two wars (invasions) itself and has dozens of controversies brewing and human rights abuse allegations on it, and has the largest defence (or should I say WAR) budget in the world, should first look into its own house and THEN preach others about peacefulness.
