The sector commanders of BSF and Pakistani Rangers on Friday held a flag meeting, first in six months, in the Suchetgarh sector here in the aftermath of the recent cross-border skirmishes. A spokesman for the Border Security Force said both sides agreed to maintain peace and tranquillity along the international border.

“The meeting was held in a cordial and positive atmosphere and both sides agreed to expedite the implementation of the decisions taken in an earlier meeting,” he said.

However, he said, the Indian officers made it clear to their Pakistani counterparts that any provocative action would be met by equal or stronger responses.

The 105-minute meeting was held on the request of Pakistan Rangers, the spokesman told PTI. It was the first Sector Commander-level meeting between the two forces since cross-border clashes escalated two months ago, he said.

The BSF delegation, comprising 17 officers, was led by P S Dhiman, BSF DIG, Jammu Sector. The Sector Commander of Chenab Rangers, Sialkot Punjab, Brig Amjad Hussain, headed the Pakistan delegation of 14 officers, including three Wing Commanders.

The last Sector Commander-level meet between the two forces was held on March 9 2017.

In the meeting on Friday, the spokesman said, the BSF strongly objected to the brutal murder of two BSF soldiers -constables Brijendra Bahadur and K K Appa Rao – who were performing their duties along the border.

“The BSF also protested the unprovoked cross-border firing and shelling on a number of Indian border villages leading to the death of a woman in Arnia sector on September 4,” he said, adding that infiltration attempts at night were also discussed.

“The Pakistan Rangers assured to take measures to maintain peace at border with a request that the BSF should also exercise restraint to ensure minimum loss of civilian lives on the Pakistani side,” the spokesman said.

He said the two sides decided to re-energise instant communication between the field commanders to resolve petty matters.

Unscheduled DGMO talk

In an unscheduled Hot Line requested by Pakistan, Indian Director General of Military Operations (DGMO) Lt Gen AK Bhatt spoke to his counterpart at 1400h today. Pak DGMO alleged that Indian security forces had resorted to unprovoked firing along the Line of Control. Lt Gen AK Bhatt emphatically stated that retaliatory firing by Indian troops has only been carried out in response to unabated support given by Pak Army to armed terrorists who infiltrate across the border and target Indian Army posts with heavy caliber weapons. It is in response to such actions that Indian Army troops retaliate.

DGMO further clarified that Indian Army always maintains impeccable standards of professionalism and does not target civilians. On the contrary Pak Army, has employed civilians at the forward posts and accorded permission for permanent locations of civilians in the vicinity of Pak Army posts. These civilians have repeatedly been used for gaining information of our locations and providing guides to the terrorists while crossing the LC.

Lt Gen AK Bhatt impressed upon the Pak DGMO that while Indian Army will continue efforts to ensure peace and tranquility on the borders, however, support provided to terrorists while crossing LC by Pak Army is the prime reason for any collateral damage and is attributed to Pak Army aiding infiltration across the LC. He reiterated that this support to terrorism by Pak Army is unacceptable and the Indian Army will continue to take all retaliatory measures as well as retain the right to punitively respond to such provocative acts of aggression from Pak side in future too.

So all those small kids and old men and women killed by Indian army are terrorists and spies.

or all those children and houses targeted at 3 mile distance from LOC were situated near army posts.

I think its time to reply them at modi g home of Gujarat border and Indian Punjab villages. there is a lot of terrorists movements there. many terrorists are cultivating bombs at the fields near IB.

A high-level delegation of Pakistan Rangers arrived in India on Wednesday to hold talks with the BSF on a host of issues, official sources said.

The talks come against the backdrop of strained ties between the two countries with a number of incidents of ceasefire violations and killings of civilians and troops.

The 19-member Pakistani delegation is led by the Director General of the Rangers (Sindh) Major General Muhammad Saeed while the Indian side will be headed by Border Security Force chief KK Sharma.

The Pakistani delegation, also comprising officials from their interior (home) ministry and anti-narcotics force, is expected to return on November 10.

The last time the two sides met was in July last year when the BSF delegation led by DG Sharma travelled to Lahore for the bi-annual talks.

Sources said the latest round of talks have been delayed by a few months as both the sides had strained ties.

The BSF too, in the recent past, had claimed to have killed a number of Rangers as part of its retaliation to the ceasefire violations along the India-Pakistan International Border (IB).

Sources said the Indian side will put across these issues during the talks apart from interception and neutralisation of a number of terrorist infiltration attempts along the IB from the Pakistani side over the last year.

Issues of smuggling of drugs, especially along the IB in Punjab, arms and detection of underground tunnels will also be discussed between the two sides.

The Pakistani delegation may also call on home minister Rajnath Singh during the visit.


The last time the Rangers came to India for the DG-level talks was in September 2015, a time when ceasefire violations by Pakistan were on a high.

India’s 3,323-km-long border with Pakistan runs through four states - Jammu and Kashmir (1,225 km which includes 740 km of Line of Control), Rajasthan (1,037 km), Punjab (553 km) and Gujarat (508 km).

While the BSF guards the International Border (IB) independently, it works under the operational command of the army while working at the LoC.

The border guarding forces of India and Pakistan have decided to resume Commandant-level talks along the International Border (IB) to resolve local issues.

The Border Security Force (BSF) and the Pakistan Rangers have decided to initiate dialogue at the local level, a practice that was suspended one-and-a-half years ago.

Director General of BSF K.K Sharma said on Friday that both the forces agreed to the proposal and the meetings would be held at regular intervals after a meeting with his Pakistani counterpart.

A 19-member delegation of Pakistan Rangers, led by Major General Muhammad Saeed, Director General, Sindh Rangers, concluded a three-day visit in Delhi on Friday. They had come to attend the 44th biannual Director General-level talks.

Biannual talks between DGs of BSF and Pakistan Rangers conclude

The three-day biannual talks between Directors General of Border Security Force and Pakistan Rangers concluded here today. The 23 member Indian delegation was led by Shri K K Sharma, DG BSF. Major General Muhammad Saeed, Director General, Pakistan Rangers (Sindh) led a 19 member Pakistani delegation to India. Both the delegations also had representatives from respective Home and Foreign Ministries along with officers from Narcotics Control and Survey Departments.

The Indian side firmly and strongly took up specific issues of concern including incidents of unprovoked cross border firing, smuggling of narcotics, infiltration attempts, tunneling and defence construction activities. The issue of inadvertent crossing over by the border population and ways to facilitate their return on both the sides was also discussed. It was agreed upon in deliberations that utmost caution and care should be exercised in dealing with the civilians.

The need for timely exchange of information, at the field level with increased frequency of field commanders level meetings, simultaneous coordinated patrolling etc. were also discussed.

The need for cooperation to maintain the sanctity of the borders was emphasized upon. The talks were held in a constructive atmosphere. The talks concluded with both sides agreeing on constant endeavor to maintain peaceful and tranquil borders. It was mutually agreed to hold the next round of talks in Pakistan.

During the Home Secretary Level Talks held at Islamabad, Pakistan in May 1989, it was decided that officials of the Border Security Force and Pakistan Rangers would hold Bi-Annual talks and review the implementation of the agreed norms of cooperation between the two Border Guarding Forces. It was envisaged that the top leadership of both the Border Guarding Forces will meet periodically and discuss issues of relevance to both the forces. Issues requiring coordinated efforts like dealing with drug menace, smuggling, simultaneous coordinated patrolling, timely exchange of information etc were to form the core of discussions.

Three-day meet concludes; both nations agree to resume meeting of sector commanders

India and Pakistan on Friday decided to resume the meetings between “sector commanders” deployed along the International Border (IB).

The quarterly meeting between officials of the rank of Deputy Inspector-General on the Wagah-Attari border had not taken place for the past year-and-a-half.

At the 44th biannual meeting with the Pakistan Rangers that concluded on Friday, the Border Security Force (BSF) “strongly” raised the issue of unprovoked firing, killing of civilians and use of tunnels for cross-border crimes along the Pakistan border.

The 19-member delegation of Rangers, led by Director-General (Sindh) Maj.Gen. Muhammad Saeed, arrived in India on November 8 for the three-day meet. The Indian side was led by its Director-General K.K Sharma.

“The Indian side firmly and strongly took up specific issues of concern including incidents of unprovoked cross-border firing, smuggling of narcotics, infiltration attempts, tunnelling and defence construction activities,” the BSF said in a statement.

It underlined the discovery of a number of tunnels along the border in the Jammu region that are used by the other side to facilitate cross-border smuggling and infiltration, an official said.

While the Pakistani delegation raised the issue of targeted firing by the BSF, it was made clear that such action is resorted to when unprovoked firing from the other side kills troops, civilians or leads to other damage. The BSF statement said the talks, in the presence of officials from the Home Ministry and anti-narcotics departments of the two countries, were held in a “constructive atmosphere” and the need for cooperation to maintain the sanctity of the borders was stressed upon.

“The issue of inadvertent crossing over by the border population and ways to facilitate their return on both the sides was also discussed,” it said. The BSF said it was agreed between the two sides that “utmost caution and care should be exercised in dealing with the civilians.”

The two sides also decided to ensure that the wild growth of the ‘Sarkanda’ (elephant grass) along the IB will be checked and it will be disposed of within the existing norms. “The talks ended with both sides agreeing on constant endeavour to maintain peaceful and tranquil borders,” the statement said.

Next meeting in Pakistan

The next round of these talks is scheduled to be held in Pakistan.

While the BSF guards the IB independently, it works under the operational command of the Army while working at the LoC.

You are the biggest weapon importers of the world ... You are making alliance with US which is not in benefit of the region in the current scenario ...

In 1971 you had to use internal revolt otherwise your army is not capable ... In 1948 you lost half of the Kashmir ... In Kargil you had to go to uncle SAM crying like a baby ...

Like after Uri attack, Mumbai attack anf Parliment your generals recomendationa were against the war ... Get out of this war hysteria specially after nukes war means mutually assured destructions nothing less than that ... Get up from your dream world

I dont want to go through all the drama as it has been discussed so many times, and the state in which pakistan is today speaks for all the successful operations done by India.......Just look at the losses you took and stop beating your chest, it doesnt suits you.
