China says opposition to Iran sanctions not due to oil interest

BEIJING (China Daily) - China's special envoy to the Middle East denied on Friday that interest in oil is the key reason why Beijing opposes tougher sanctions on Iran.

Wu Sike, a member of the Chinese People's Political Consultative Conference (CPPCC), reiterated that Beijing hasn't given up diplomatic efforts to resolve the issue.

“We don't just focus on oil in our Iran issue policy. It's a very one-sided view to say China is doing this and that because of oil, though our oil cooperation with Iran is very important,” Wu told China Daily on the sidelines of the CPPCC's annual session.

“We consider the (Iran nuclear) issue in the whole picture of Chinese diplomacy,” he added.

China has been firmly against sanctioning Iran for its nuclear plan. Many in the West link Beijing's stance to its oil interests in Teheran. About 11 percent of China's crude oil import is reportedly from Iran.

But Wu said it has been China's “diplomatic achievement” to ensure stable oil imports from many countries to back its economic boom over the past decades. Beijing became an oil net importer in 1993.

China now has “wide oil cooperation” not just with the Middle East but with Russia, Central Asia, Africa, Latin America, and Southeast Asia, he said, while acknowledging that more than half of China's imported oil is from the Middle East.

China imported more than 40 million tons of oil - more than 20 percent of its imported total - from Saudi Arabia, according to official figures.

The key reason Beijing is against sanctioning Iran is that tough measures may backfire, Wu said, adding that China is continuing its diplomatic efforts.

“Even though there's only 1 percent chance such measures would succeed, we should make 100 percent effort,” he said.

On Thursday, an Associated Press report quoted a well-informed United Nations official as saying on Wednesday that key Western powers had sent a revised proposal to China and Russia seeking their cooperation for fresh sanctions against Iran.

The new sanctions are aimed at targeting Iran's Revolutionary Guard and toughening existing measures against its shipping, banking and insurance sectors, the report said.

Wu did not comment directly on the proposal, but said that sanctions may push Teheran into a corner where it may think there's “no way to turn back”.

As an ancient civilization, Iran has very strong national pride, so Western countries need to treat it equally rather than just threatening it with sanctions or military power, Wu said.

But he also urged Iran to observe non-proliferation treaty.

“As a signatory nation to the Non-Proliferation Treaty, Iran should obey it.”

“China firmly preserves this treaty and is against Iran having any nuclear weapons. It's our basic policy, though we think Teheran has the right to use nuclear power peacefully,” Wu said.

It would make no sense if they support sanctions on the oil and gas! They would be shooting themselves in the foot. They buy 20 percent of their oil from us and they have made a 100 BILLION GAS CONTRACT so do you think they're gonna support sanctions?
China will keep playing games and from time to time support irrelevant sanctions that would shut the US up for some time.
 
I don't think Iran will care how India votes one way or the other. They'll probably buckle under the pressure like the last time. They'll revise their whole geopolitical stance again at 1 am the night before the vote, despite assurances at the highest level. Because that's the level of self-worth and regard they have for their own nation. They're more comfortable seeking a patron and following the commands of others.

Of course, they know this doesn't look good in front of the rest of the world. So the day after they'll be all over the place, explaining to everybody how the latest piece of shiny metal they got in return is going to change their lives and how they hate Muslims anyhow.

No problem Indians... We Iranians have known for a long time and we know how to treat you... We got you...

Im sure China's exports to the US is more than China's investment in Iran, but yes China has significant interests in Iran and thats why the whole US focus on it...this goes without saying! I agree, any sanctions are agreed upon will be ineffective/irrelevant and not worth the paper they are written on.....

As far as buckling under pressure goes, Dr Singh does have a habit for giving in easilyor too much (purely my personal view)..internally and/or externally.The moot point is whether India will budge on Iran for concessions on AfPak/Nukes/Climate/Terror/WTO or the other host of issues India is grappling with the US....

I choose not respond to rest of the judgements, you make about India's attitudes to Muslims etc....as Im not sure of the context.

Jeez, India gets criticized whether India supports sanctions or opposes them. India has less room to maneuver than Russia or China, and even they feel the pressure from the west.

Anyway, irrespective of short term problems, I am hopeful that Iran will concentrate on its economy, become more democratic, and renew its connection with its ancient civilization.

There's a world of difference between China and India, when it comes to the implementation of their respective foreign policy objectives. Chine views the world from its own proper perspective. They interact with others strictly with a view to furthering their own national interests. They will not bow to others and will not lift one finger if it does not address their interests.

India on the other hand, is still caught up in the colonial mindset of accommodating the exigencies of foreign powers. They defer to the foreign policy objectives of others, over their own.

That's why China can be relied upon to act in a reasonable and predictable way in accordance to their own national interests. Whereas, India is subject to becoming subordinates to the foreign policy objectives of others.

Im not sure why you are explaining to me how the Indian foreign policy works or ought to work.Yeah,thats why China bank rolled American debt for so long....to keep their options open!

Just a quick question, India refuses to hold talks with Pakistan unless it closes terror factory (and brings to book Mumbai attacks alleged masterminds)...there is considerable Western pressure on India to change this policy..why do you think India has'nt subordinated its policy to echo that of the US? Can you explain that to start with?

Also, could I also ask you why India hasnt signed the NPT under US pressure?
or that it hasnt opened its Retail/Insurance sectors to investment (amongst others)
or agreed to legally binding climate cuts?
or allow subsidies on agriculture for US/EU farmers...

this is just a preliminary list

India is a virtual 'pariah' in the diplomatic world for not negotiating or giving in on many items..ie sticking ot its position....Hmm..doesnt sound very subordinate to me..(though I didntt like Dr Singh's pro-US policies in his first term)
 
Nuclear deal is over now. At least all those which will matter for India are already here. India has access to NSG now. Perfect timing to remind Obama and US about India.
We can return to old friendships now. The not-passing of nuclear liability bill is adding to the fun. US companies are still not able to do business with India as companies like Areva are selling reactors like burgers even thought it is they who got India the NSG waiver.

The only Indian foreign policy that makes sense is one that favours India, everything else is so much crap. Like they say......baki sab bakwaas. Even if India bends or stoops, she should stoop to conquer. Period.

Do you think the US will try to stop Chinese imports based on their vote in the security council??? They have bought so much Am debt that they practically control their *****.
China wouldn't make a 100 BILLION DOLLAR deal to vote for sanctions a couple of years later.
