Nepal gets 100% of its fuel from the Indian Oil Corporation.

The C & F agents have told The Hindu that more than 2,000 containers are lying on the Kolkata port compound and cannot move to the border areas as the movement of goods is “not picking up.” At least 4,000 to 5,000 containers are stranded in various entry points on the border, the C & F agents association said.

India has dismissed suggestions that it has imposed any embargo against the supplies to Nepal and has maintained that the obstruction was due to protest and unrest in that country as Indian companies and transporters fear for their safety and security.

At least 40 people have died in over a month of clashes between police and protesters from the Madhesi and Tharu communities and ethnic minorities.

Madhesis are Indian-origin inhabitants of the Terai region bordering India who are opposed to splitting Nepal into seven provinces.

JHAPA, Oct 4: Indian authorities continued to obstruct vehicles carrying petroleum products at the eastern border point of Kakarbhitta on Sunday.

Though Indian officials had assured Nepal, on Saturday, to allow movement of cargo trucks through the border points, India allowed trucks carrying only 'other goods' to enter Nepal.
"Only a bullet of liquefied petroleum (LP) gas was allowed to enter Nepal on Sunday," Deputy Superintendent of Police Shyam Krishna Adhikari told Republica. -

There are at least seven big or small routes that link Nepal with China. Of them, Tatopani, linking Kathmandu with Tibet's Khasa by the 110-km Araniko Rajmarg, is slated to be a "dry port" for trans-Himalayan trade.

Work is on in full swing to reopen Tatopani. News reports have quoted Balbhadra Giri, chief district officer of Sindhupalchok, where the border point is situated, as saying, "Tatopani will be operational by Tuesday." Kathmandu and Beijing are yet to decide if the route could be used for transport of petroleum products. Owing to difficult terrain and poor infrastructure, other passes are not suitable for big trade.

In what may further alienate Delhi, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), which is ruling the country in partnership with Nepali Congress (NC), has sent student volunteers to Tatopani to help Nepali and Chinese officials rebuild the border point that saw death and devastation in the earthquake. Reports from Kathmandu said CPN-UML had sent similar contingents of its cadres to Sindhupalchok district on a rescue-and-relief mission immediately after the earthquake.

India on Thursday tore into Nepal’s promise to provide security to Indian truckers, and said the blockade on the border and the resultant fuel crisis are prompted by a section of the Nepalis.

“Indian Oil Corporation was unable to transport fuel on October 7 due to border obstruction on the Nepali side. The obstruction is due to the fact that a part of the population is not happy with the Constitution that Nepal has passed recently and they are asking for changes in that constitution,” said Vikas Swarup, Spokesperson of the External Affairs Ministry.

Earlier, Nepal’s Ambassador Deep Kumar Upadhyay had told The Hindu that Nepal had given guarantees of physical safety to the truckers. “We have furnished all kinds of assurances of foolproof security to the government. We will escort every truck once it enters Nepal. So where is the problem?”

But Thursday’s verbal outpouring by Mr. Swarup shows that bilateral ties are not moving ahead. Swarup indicated that the blockade against the movement of trucks carrying commodities and petroleum products will continue until a political solution is found to the disaffection and alienation of the Madhesi people who share deep cultural links with India.

The verbal spat and the blockade have nearly wrecked the BBIN (Banglades-Bhutan-India-Nepal) Motor Vehicles Agreement which was perceived to be an initiative of the Foreign Secretary S. Jaishankar.

India, which was the leading player in the BBIN initiative, showcased the agreement as a sign of SAARC moving forward without Pakistan. Devi Prasad Tripathi of Nationalist Congress Party, who played a key role in firming up the Nepal-India ties since the arrival of the NDA government in May 2014, told The Hindu that India’s fight with Nepal is hurting the image of India as a South Asian power.

“Ever since the NDA came to power, we pushed for a consensus-based Constitution in Nepal. We also pushed the Nepali political parties to come closer and resolve their differences. We know that the Constitution does not satisfy all sides. But they can improve upon it later. We should act in a mature manner and give Nepal the space that it needs to sort its own domestic affairs.”

Your fellow countrymen were extremely happy when they started taunting Pakistani members on this very forum how Modi was a genius in isolating Pakistan through BBIN. However the showboating has come to an end since Nepal is not interested to dance on the Indian tune. We will continue to stall on the agreement of Saarc until India stops its bullying tactics.

Madhesis seek India's support

The Madhesi community, which has been agitating against the newly-adopted Constitution of Nepal, has sought "moral" support from India to "force" the Himalayan nation to accept its demands.

"We want India to extend moral support to us... India's support is crucial for us... It will force Nepal to effect necessary changes in the Constitution and accommodate our concerns as well," says Rajendra Mahato, national president of Sadbhawana Party of Nepal.

The ongoing agitation by the Madhesis has further intensified with the members of the community squatting on the roads blocking movement of vehicles on the border here.

Senior Madhesi leaders from Rupandehi district in Nepal have accused Maoist leader Prachand of misleading the people and throwing the country into chaos and anarchy.

"We want share in the Constitution in proportion to our numerical strength," Mahendra Yadav, president of the district Madhesi Front in Rupandehi, had told the agitators last week.

"We will never accept a Constitution which does not take our interest into account," he said.

Other Madhesi leaders, who also addressed the agitators, made it clear that their protest would continue till their demands are met.

The Madhesis are upset that the Constitution divides the country into seven states with some borders slicing through their ancestral plains. The Madhesis, along with several other small ethnic group, also want the states to be larger and be given more autonomy over local matters.

Agitating United Democratic Madhesi Front formed a human chain along the highway in 22 districts in the plains from Mechi to Mahakali, Nepal as part of its protest.

Kathmandu: Despite mounting pressure from the general public, the agitating Samyukta Loktantrik Madhesi Morcha (SLMM) decided in a meting here on Tuesday that blockade at Indo-Nepal border will continue.

Addressing a press meet at Tarai Madhes Loktantrik Party (TMLP) office in Bijuli Bazaar today, SLMM conceded the fact that they are under pressure from public to call off their strike but announced their decision to continue the strike, as per ANI.

“We will continue our sit-in at the key border entry points but will allow the operation of vehicular movement and markets,” The Kathmandu Post quoted a senior TMPL leader as saying.

Earlier the party had reportedly decided to relax their agitation with continuation of the sit-in at Nepal-India border entry points.

Likewise, TMLP General Secretary Sarbendranath Sukla ruled out the possibility of deferring the agitation programmes immediately. He said the alliance of Madhes-based parties has been holding serious discussion to change the mode of agitation.

The disgruntled Madhes-centric parties have been staging demonstration for the past two months expressing serious reservations over the demarcation of federal state borders.

The alliance has been staging sit-in at the key entry points along Nepal-India border for the past three weeks. The Indian authorities have been obstructing Nepal-bound vehicles citing Madhes agitation, thereby creating an acute shortage of daily essentials mainly fuel.

Meanwhile, India said it hopes new Nepal government led by Prime Minister KP Sharma Oli will address concerns and issues of all sections of society, ANI quoted sources as saying.

China reopens border crossing with Nepal - The Hindu

China has reopened a border crossing with Nepal that had been closed since the spring after being damaged during an earthquake, China's Foreign Ministry said on Thursday.

The Himalayan nation has faced problems bringing in supplies of food and fuel as routes from India have been blocked by protesters opposing Nepal's new constitution.

The Nepali government had asked China to hasten the reopening of two border crossings. They have been closed since two earthquakes killed more than 9,000 people in Nepal in April.

"The China-Nepal Jilong border crossing that was damaged during the Nepal earthquake at present has reopened," Chinese Foreign Ministry spokeswoman Hua Chunying told a daily news briefing.

"As far as I know, today the Chinese side through this border has already transferred a supply of aid goods and materials," she said, adding that China would continue to send aid based on Nepal's needs.

Nepal is sandwiched between India and China, which themselves have a festering border dispute. The two Asian giants have used aid and investment to court Kathmandu for years. China is also a close ally of Pakistan, India's neighbour and arch-rival.
