So it's actually India using debt to control countries not China.
Giving loan and that too on interest and also seeking military presence.
China never demanded military presence or any other strategic cooperation from anyone as a bargain.

We already have military presence in Maldives. Indian navy patrols Maldivian EEZ and also operates a radar station in the country.
