Who said Mumbai police didn't have automatic weapons during 26/11? they just didn't have proper policy and training to face such situation.

NSG is a dedicated force for anti-terrorist operation and Mumbai like situation should be dealt with them. What was not good is not having them in Mumbai or other cities. 95% of the blame should go to policy and training not the systems we have or giving Afghanistan weapons.

The main civilian targets of the terrorists was and will be cities, large economic bases and religious shrines. D fence installations are well equipped to face them well.

Being ill-equipped does not mean you have dont have weapons at all.

The only thing being that the they were not in the right numbers.

Yes but as per the last report form ToI, Force One has high end weapons for only 50% of its commandos.
