Delhi reaches out to lonely Tehran, may offer ISRO launch for satellite

New Delhi plans to woo Tehran with offers of greater intelligence sharing, revival of defence training and a possible launch of the latter’s satellite but will remain non-committal on the proposed Iran-Pakistan-India gas pipeline.

India’s objective, drafted a month after President Mahmoud Ahmadinejad got a second term in July, is to engage more with Iran at a time when the West is treating it like a pariah over its nuclear programme.

“Increased isolation of Iran provides us with an opportunity... inviting the Iranian Foreign Minister to visit India at this juncture would be viewed as a big gesture by Iran,” an External Affairs Ministry official was quoted as saying during an inter-ministerial strategy meet.

A fresh invitation was sent following which Iranian Foreign Minister Manouchehr Mottaki is arriving on Monday for a two-day visit to call on Prime Minister Manmohan Singh and meet counterpart S M Krishna.

While discussing terrorism emanating out of Pakistan, India will suggest greater sharing of intelligence on the movement of Lashkar-e-Toiba operatives who, according to electronic intercepts, move to Tehran or Zahidan. Last November, India had passed on “useful” information to Tehran on terrorist movement.

The issue of Indian Muslim students going to Qom for religious studies will also be taken up with Mottaki as these students are being targeted by Pakistani operatives for recruitment as militants against India.

On the agenda will be a visit by the topmost official of the Research & Analysis Wing, India’s secret service, to Tehran that has been delayed because of the formation of a new government in India and revamp of the intelligence set-up in Iran.

Iran’s strategy on Afghanistan — that all foreign forces should leave it within a specified time frame — will also be taken up with the emphasis that Tehran should not just be bothered about consolidating the Afghan areas adjacent to it. The second concern on Afghanistan will be addressed by inviting an Iranian delegation from the Narcotics Control Board to cooperate on plugging the movement of narcotics to the two countries.

One “big gesture” by India at the talks will be an offer to launch Iran’s commercial satellite through an ISRO vehicle for which the technical details — sent by the Iranians in July — have been sent to Indian Space Research Organisation for “assessing the nature of the satellite”.

The Mesbah, designed to travel in low earth orbit to assist in data communication over three years, was first timed for a launch by a Russian Cosmos-3 satellite-carrier but that did not happen. Last week, satellite maker Carlo Gavazzi Space Company of Italy refuted Iran’s claim that it would be launching the satellite after March 2011.

India would also use “softer defence options” to take forward their Joint Working Group on Defence Cooperation that has been dormant since 2005. It is proposed to invite more Iranians for defence courses and cooperation in limited dual-use areas. But there will be polite no to Iran’s request for a joint patrolling exercise in the Gulf — an “engagement of sensitive nature”.

On the IPI pipeline, India’s stance is that the 30 million standard cubic metres of gas per day being provided by Iran was “not a big amount” and that there were issues such as its delivery point, security through Pakistan and pricing which were yet to be resolved.

India says it has no plans to launch an Iranian satellite, a move which would have angered the United States.

"We received a letter from the Iranians to launch a satellite for them some months ago. We don't plan to give them a response," top Indian officials said.

Any such launch would be a sensitive issue given that Western nations view with concern Iran's missile programme.

The remarks from Delhi came as Iranian Foreign Minister Manouchehr Mottaki wound up a two-day visit to India.

Iran launched its first domestically-made satellite into orbit in February, insisting its intentions were peaceful. Western governments voiced concerns the technology used could lead to ballistic missile development.

Any assistance by India in launching Iranian satellites could raise American concerns - the Bush administration, for instance, was dead set against an Iran-Pakistan-India gas pipeline.

India is also more than aware that Iran's nuclear programme is the subject of great international controversy.

Common perception

Delhi, however, gave due importance to Mr Mottaki's visit by granting him a meeting with Prime Minister Manmohan Singh on Monday.

Mr Mottaki, no stranger to India having been a student here, held discussions on a range of issues. He also briefed Indian officials on the current state of play in negotiations relating to what Tehran says is a purely civil nuclear programme - Western governments suspect otherwise.

India and Iran seem to have forged increasingly common ground on the threat of militancy emanating from Pakistan following the 18 October killings of 30 members of Iran's elite revolutionary guards in the province of Sistan, which borders Balochistan in Pakistan.

"The two sides also took the opportunity for a detailed exchange of views on important regional and international issues, including the threat of terrorism confronting the two countries," a statement from India's Ministry of External Affairs said, without referring to Pakistan by name.

The Iranian foreign minister also discussed growing insecurity in Afghanistan. The two countries have had a long history of working together in Afghanistan, having propped up the Northern Alliance, along with the Russians, in the 1990s.

"We have a common perception with the Iranians about what is going on in Afghanistan. Where we differ is on the presence of foreign troops in Afghanistan. The Iranians see this as a big problem," Indian officials, who preferred anonymity, said on Tuesday.

Gas talks

Little progress seems to have been made on resuming a stalled dialogue on bringing a gas pipeline from Iran through Pakistan into India. "The issue did come up in the discussions, and we will discuss it further," the officials added.

India has long had security concerns about the pipeline passing through Pakistani territory and Tehran has taken an increasingly tough line on negotiations after Delhi voted against Iran at the International Atomic Energy Agency back in September 2005.

After the Indian vote, Iran also cancelled a $21bn deal to supply 7.5 million tonnes of liquefied natural gas by ship to India annually. That deal remains stalled.

In 2007, India's then foreign minister, Pranab Mukherjee, travelled to Tehran to make amends for the vote against Iran, telling President Mahmoud Ahmadinejad that while India was no Venezuela, it would remain independent in its foreign policy decisions.

Mr Mottaki flew out of Delhi on Tuesday.

If you look from a holistic picture there is so much international pressure on Iran due to her nuclear programmes that no country would get directly involved with Iran and face international ire..

However one peculiar thing about India is that so far she has managed to keep a comparatively independent foreign policy. I am glad that even though there is so much international pressure New Delhi is not out right ignoring Iran...

As far as launching Iranian satellite is concerned i think its a right move by GOI because helping iran in anyways that can directly or indirectly fascilitate in her Ballistic missile program would be a political suicide...

Why can't we launch their satellites?
it's actually pathetic work at the foreign relations office.
Iran has been a good ally for many years...the yanks have the reliability factor going against them...we are loosing time picking up sides...and alienating potential allies in the process...

You are right pseudo-neutral foreign policy was not effective. But that does not have much impact on foreign investments. It is has to do with our infrastructure and trade policies.
Indo-Iran foreign policies dates back to ancient times and India should follow an independent policy towards Iran.

India has long back deviated from the path of non-alignment if anythin the recent reports suggest, India has moved alot closer to israel than any other nation except russia in recent times...a number of military deals is just an indication, the people of India-Israel have begun to believe each other as distant brothers (its a fact)..even though many of u may disagree but the "mumbai attacks" and "kargil" just changed many views in both the countries ..for proof just look at the number of public events takin place these days between us...
the people in Israel view India as more of a lost brother des days and derfore theres a lot of goodwill for Indians ...one of the other reasons bein India launchin Israels spy satellite...and the GOI wont like its image to be tarnished..
on the other hand Iran is lookd upon as a rogue state in most of the countries in the world..Indias forign policy is not as independent as that of russia and china but is in a way binded to EU, US, israel and russia....when we weigh these factors we realize GOI doesnt want to b an odd man out ....
Also Iran hasnt done anythin substantial in recent past except for supportin India against terrorism,and the pipeline is almost dead ...it doesnt hv much political clout in the world and is mostly an isolated country...India at best can maintain a status quo as long as it possibly can but there would come a time when al shall change....
and to those who think if India can lanuch Israeli satellite then why not Iran then just ask urself if it is okay with them for russia to launch a pakistani satellite?? why do we hv a problem when russia sells aircraft engines to china meant for pakistan that to in a third party deal??

P.S I hv no grudges for Iran or Israel but we shud not live in a state of denial of whats happenin...bein a optimistic i expect Iran-Israel&US tensions to ease and India to hv cordial relations with each of them....

I second to what The Brave heart is saying...I see lot of people making fuss about Obama asking China to help India and pakistan relations...Now why not let them have independent policy??? Obviously you raise objections for the things that are going to hurt you...same musiv GOI would have heard had she choose otherwise...Now when it comes to Iran as of now every one (including Russia and China) are wary of their nuclear design and ambitions...Helping Iran at this stage will make you left out which is going to hurt national interests especially if it is even quanta help in their missile programme ...Independent foreign policy do not mean that you should not help someone at the cost of your own national interests...

We need to remember that its not US but EU..Russia..Israel..China...that have apprehensions against Iran...A fact that you cannot ignore...no matter how much you dislike it...

We are a sovereign country and have an independent foreign policy.America or China can't dictate how our relations with other countries exist.The GoI has taken this issue very seriously....and I am pretty sure that the public image of the Yanks in India has taken a massive beating.
They have undermined our regional importance and have included matters concerning our foreign policy as a constituent of theirs with china.
Obama is doing the right thing by appeasing China....a future superpower...for the sake of the yanks back home...the point is that we are dangerously banking too much on the Americans...the nuclear deal can act as a tranquilizing gun in no time...

Russia is not against Iran...China opposes Iran's moves because of their defense deals with Israel.
and we are not even supplying anything to Iran...I am against that...but launching their satellite has got to be the least we could have done for our ally of eons....

Dont try to look at GOI's reluctance to launch Irans satellite as succumbin its foreign policy to the west, but try to understand d circumstances--

takin an example of kerry lugar bill, u guys thumped ur chests when USA put some obligations on Pak, sayin it was Indias win, but u forget USA had to make such a bold decision because its foreign policy in a certain manner is binded to India and has to make sure the Indian sentiments dont get hurt. Just lookin at scenario tells u how important the Indo-US relations are since US bein a super power could hv easily thwarted the attempts by India!! But does that mean USA isnt a sovereign country or doesnt hv an independent policy than India??

des days public sentiments and media matter a lot, r u people sure that if India goes with the launch there wont b a public outcry in the US,EU,ISreal and their media shall label India as a proliferatin nation without ny proof since it maintains relations with a rogue state?? Wont questions b raised of Indias commitments?? Wont d weapons deals come into question??

And if launchin a mere satellite is such a small issue, why in d world is Iran tryin to launch it ?? why doesnt it abandon its program since its not important?? Why does ISRO keeps lauchin satellites throughout d year?? guys India launchd its first satellite in 1960's via russia and look wher it is now.... what gurantee is that IRan wont mature its space program??what is gurantee that in a few years takin heart from a successful project it wont launch its satellite usin some indegenious vehicle and use it for military purpose? today the spy satellites are the most important and to understand its importance look what ISRO tryin to do in comin 5yrs...nd that to takin help from Israel...

Sayin that not launchin Irans satellite is attack on our foreign policy is ridiculous, nd to further my point, can any1 answer why in the world Iran provide its war planes to pakistan against India if it was so sensitive of maintain cordial relations with India which as many suggest hv come thru ages??
