Im pretty sure that if PAAD and AAD were such a threat as being promoted by the IPM there would not be the need for more RFIs being thrown out in the global market for area defence by Indian MoD

Yes. There is. Very much.

What Indian Planners are going for is multiple layers. If you look at Indian Armed Force history, many things are derived from Soviet/Russian op strategies. India does not have the full spectrum system yet. India is/will go for multiple layers of area defense. 3~5 years down the line, ISRO and the armed forces are cooking so follow on satellites as well. I think here, they are looking into Israeli micro satellites in swarms.

Also, some key points is the few number of systems being bought like 5 or so S400, the Israeli derived radar system etc...
