On what basis? AFAIK IN is the only armed forces in India who spend resources wisely. So if they wanted this platform,means it will definitely will be having a key role to play in IN's operational environment.

First, I don't think the news is genuine. And you don't need Tu 22 for China, Indian Ocean is our region. Chinese navy is far far away from their home. Even if they have a couple of ports it doesn't change much the status quo in Indian Ocean. What is needed are more Destroyers, Frigates, Submarines, and Amphibious assault ships to put a stamp that this is our 'ocean'.
